The primary purpose of this position is to serve as the Division Chief for the Joint Information Operations Warfare Center (JIOWC), Manpower and Personnel Division. Represents the Manpower and Personnel Division officially and exercises supervisory and managerial authorities over personnel.

Duties
Works with the Director of Staff in planning, organizing, and overseeing the activities of the Division. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of center wide manpower functions and activities
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Develops long-range plans and objectives pertaining to all center mission areas. Leads and/or monitors projects in support of appropriate action items and uses leadership skills to develop, implement and review processes and procedures.
Collaborates with and represents JIOWC to other military departments and government agencies. Liaises with subject matter manpower and personnel experts in other military departments and government agencies, and with foreign government representatives as required, and works without supervision on resolving mutual problems, preparing agreements, and coordinating actions and policies.
Develops plans, policies, and directives to affect successful mission accomplishment. Prepares policy drafts subject to the approval of the Director of Staff. Directs management actions required to be accomplished by the Center and coordinates staff functions/activities for military, civilian, and contactor personnel to ensure Center objectives are met.

Qualifications
This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
To qualify, you must meet the specialized experience requirements describes in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation, such as would be gained through extended graduate study or experience and skill in applying this knowledge to difficult and complex work assignments; or a comprehensive, intensive, practical knowledge of a technical field and skill in applying this knowledge to the development of new methods, approaches, or procedures. NOTE: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Extensive knowledge relating to civilian personnel management, manpower management, related management information systems, and common project management practices, procedures, regulations, precedents, guidelines, concepts, principles, and practices.
Knowledge of the JIOWC mission, roles, functions, organizational structures, and operations to effectively implement policy and develop guidance, standards, and procedures that affect center-wide personnel.
Knowledge of qualitative and quantitative techniques to apply a wide range of methods for assessing, developing, and directing plans and programs; DOD, Joint, and Air Force management engineering principles, concepts, and methodologies; and financial management directives, concepts, procedures, guidance, and policy.
Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of the division.
Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
CONDITIONS OF EMPLOYMENT CONTINUED:
Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Drug Demand Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
