The primary purpose of this position is: To serve as the Technical Director to the Joint Information Operation Warfare Center's (JIOWC). The Technical Director is responsible for providing technical expertise and advice to support the center's mission regarding the broad range of Operations in the Information Environment (OIE) to include policies, plans, operations, training, and coordination with DoD, U.S. inter-agency, and international partners.

Duties

DUTY 1: Serves as the technical expert, advisor, consultant and authority on program management for planning, programming, OIE policies, guidelines, and processes. DUTY 2: Advises the Director and Division chiefs on plan and concept development and integration across the DoD. DUTY 3: Represents the Joint Information Operations Warfare Center at a variety of DoD, Allied, academic, and non- governmental organizations. DUTY 4: Advises the JIOWC Director and division chiefs on the development of OIE institutional policy, training programs, and training execution.

Qualifications

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include mastery of advanced management and organizational principles and practices to include operational planning and programmatic functional areas affecting JIOWC operations. Comprehensive knowledge of OIE, intelligence activities, OPSEC, MILDEC, and general military operations as well as the Joint Planning Process. Expertise in the selection and tailoring of access concepts and methods and facilitating tools, techniques and novel approaches to develop important policies and programs such as developing new ways and means to apply to the strategic level of conflict by developing novel approaches to apply these concepts/tools across the range of information operations topics in force design, force development, and force employment time horizons. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of US and Allied Information Warfare doctrine, organizations, and missions. Understands the functions, operations, policies, procedures, and practices and the concepts, theories, and practices of Information Warfare performed across the Department of Defense and that of key Allies. Knowledge of all Joint Information Operations functional disciplines and intimate knowledge of current JIWC responsibilities/capabilities, and the relationship with JS, OSD, CCMDs, and other agencies; knowledge of Operations in the Information Environment processes and organizations across the DoD and U.S. government. Knowledge of management principle, processes, and analytical techniques for assessing programs; expertise in developing strategies for operational improvements and efficiencies; knowledge of DOD personnel management, EEO, and safety and security regulations, practices, and procedures. Extensively skilled in oral communications to present sensitive information and/or recommendations on complex matters to higher authorities; skilled in written communications sufficient to develop guidance, regulations and directives dealing with complex issues and maintain good working relations. Subject Matter Expert level skills in US Information Warfare, specifically military deception, and operations security and how US doctrine aligns with that of Allies. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. Ability to effectively organize and analyze information; produce reports, position papers, and briefings that meet the specific needs of senior management officials/senior leaders; present clear and concise findings; resolve conflicts based on mature judgement, experience, and recognized professional standing; and effectively advocate for a position; ability to brief, negotiate, and coordinate with senior US and Allied personnel, including civilian government, defense, intelligence, and academia. CONDITIONS OF EMPLOYMENT CONT. Security: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
