The organizational location of this position is:National Capital Region (NCR) Chantilly, VA.
The primary purpose of this position is to serve in the Joint Information Operations Warfare Center (JIOWC) as a Director.The employee is the principle advisor to the Deputy Director of JIOWC on a broad range of operational/ program issues affecting JIOWC operations; coordination with supporting organizations.
Duties
This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job

DUTIES
The Director manages and oversees functions responsible for the analysis, evaluation, and implementation of effective programs in JIOWC operations, training, intelligence, and OPSEC areas.
Conducts mission-related coordination and builds coalitions with NCR- and CCMD-based organizations and leads integration of the
Information Joint Function in plans across OSD, JS, and other organizations.
Exercises supervisory personnel management responsibilities.
Implements approved operations policies, directives and plans.

- All new DCIPS employees are required to complete a two-year DCIPS trial period.
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information. A non-disclosure agreement must be signed.

SPECIALIZED EXPERIENCE:
Applicant must possess quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include: Knowledge to operational planning and programmatic functional areas. Demonstrated comprehensive knowledge of OIE, intelligence activities, OPSEC, and general military operations as well as the joint planning process. Displays an ability to synthesize disparate data sources into coherent analyses and develop action recommendations for senior decision makers. Exhibits skill in developing clear and concise analytic products and written/verbal presentation of complex operations, actions, and activities. Utilizes a detailed understanding of the requirements of various existing and potential consumers/customers and clients of the DoD, intelligence community, and agency products, services, and knowledge management. Uses experience to assist in the planning, programming, budgeting, and execution process. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas
Expert knowledge of Information Operations, training, intelligence, and military operations and Mastery knowledge of CCMD operations and agency disciplines to identify specific issues requiring trans-regional, multi-agency, and multi-disciplinary solutions.
Mastery knowledge of the Joint Planning and Execution Community, the Joint Operation Planning Process, and resource planning.
Knowledge of all Joint Information Operations functional disciplines and intimate knowledge of current JIOWC responsibilities/capabilities, and the relationship with JS, OSD, CCMDs, and other agencies.
Knowledge of management principle, processes, and analytical techniques for assessing programs; expertise in developing strategies for operational improvements and efficiencies.
Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflict. Skill in oral and written communication and experience delivering information to senior leaders.
Ability to effectively organize and analyze information; produce reports, position papers, and briefings that meet the specific needs of senior management officials/senior leaders; present clear and concise findings; resolve conflicts based on mature judgement, experience, and recognized professional standing; and effectively advocate for a position.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
