The primary purpose of this position is: Serves as Senior Strategic Planner, JIOWC Washington Field Office (WFO). Incumbent functions as the senior expert within the JIOWC WFO on a broad range of operational/program issues affecting JIOWC integration into the Joint Strategic Planning System (JSPS) processes and work flows for globally integrated strategic and operational planning.

Duties

1. Senior Strategic Planner, JIOWC Washington Field Office, incumbent provides expert assessments, strategies, and recommendations for senior military and national decision makers. 2. Assists JS Cross-Functional Teams in developing fully integrated Global Campaign Plans and specifying national, combatant command, and other government agency supporting activities. 3. Consults and coordinates at management levels with supporting organizations for information, intelligence, analytical studies and reports. 4. Establishes and maintains collaborative relationships with NCR-based strategic planning organizations involved with or contributing to DoD operations in the IE, with principle emphasis on JS, J3 and JS, the Department of State, the Department of Treasure, the National Counter-Terrorism Center, and the Global Engagement Center.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. *** Salary ranges includes local market supplements *** In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of DoD capabilities, adversary capabilities, military history, political relationships, alliances, treaties, and past and present military-to-military relationships among the US, its allies, and partners. Broad knowledge and experience working with CCMDs, the Joint Staff, and the Office of the Secretary of Defense (OSD). Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. A wide range of knowledge of all aspects of strategic and operational levels of planning and executing operations in the information environment. Expert ability in applying one or more of the core information-related capabilities (IRCs) in military planning/execution at strategic and operational levels. 2. Mastery level knowledge of Combatant Command (CCMD) operations and/or agency disciplines to develop globally integrated plans addressing transregional, multi-domain, and multi-function challenges. 3. Significant experience in Joint military operations at strategic and operational levels, functioning within the Joint Planning and Execution Community (JPEC), and in applying the Joint Operations Planning Process (JOPP). 4. Substantial skill in assessment of complex situations, strategy development, and preparation/presentation of concepts and plans to senior officials. 5. High degree of skill in establishing and maintaining effective relationships and building consensus and coalitions; highly developed oral and written communication skills. OTHER SIGNIFICANT FACTS PERTAINING TO THIS POSITION: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoD 1200.7, "Screening the Ready Reserve,") PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
