This Supervisory IT Specialist (Branch Chief), GS-2210-15 DE is located in National Science Foundation. The primary purpose of the position is to perform supervision and oversight of a team of IT Specialists and support staff in order to improve organizational efficiency and effectiveness by providing expert IT policy and operational advice and recommendations.
Duties
As a Supervisory IT Specialist (Branch Chief), GS-2210-15 DE, you will perform the following duties:
Supervising staff, which includes planning and assigning work, evaluating performance, assessing training needs, managing recruitment and hiring, and furthering EEO goals.
Researching, analyzing, and evaluating a broad range of IT policy and operational issues and providing advice and recommendations.
Overseeing the development and implementation of digital, engineering, and governance procedures and policy for OCIO staff and contractors; developing and overseeing internal and external communication strategies, which includes preparing reports and briefings for the CIO, Deputy CIO, and other OCIO officials.
Overseeing the coordination of technical and IT strategic planning initiatives across the organization, supporting actions and reports regarding the Foundation's IT initiatives and projects.
Reviewing and directing process changes for more efficient and effective operations and analyzing and monitoring workflows by planning and implementing procedures and systems to maximize operating efficiency.
Qualifications

1. To qualify at the GS-15 grade level, you must have one year of specialized experience equivalent to the GS-14 grade level in the federal government overseeing and managing digital transformation activities, projects, and functions with significant business impact. Examples include: developing innovation and digital transformation strategy and policy; leading a diverse team responsible for digital innovation and transformation efforts throughout the lifecycle; leading and managing the design and successful deployment of digital platforms and solutions supporting across an organization or business enterprise; leading or membership on a strategic governance body overseeing and steering digital innovation and transformation; developing or guiding enterprise architecture driving digital innovation and transformation; conducting stakeholder engagements and advising and providing presentations and reports on digital innovation and transformation initiatives to senior and executive level leaders; recruiting, hiring, and retaining employees skilled in digital innovation and transformation.
AND
2. In addition to meeting the specialized experience above, applicants must also meet the following selective placement factor: I have experience leading, overseeing, and/or managing a complex multi-million dollar organizational/enterprise-wide digital innovation or transformation initiative.
AND
3. In addition to both of the above, applicants must have IT-related experience (which may be obtained by paid or unpaid experience and/or completion of specific, intensive training such as IT certification, as appropriate) demonstrating each of these four competencies: 1. Attention to Detail, 2. Customer Service, 3. Oral Communication, and 4. Problem Solving?
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.
