These positions are located in the Office of Field Operations in regional offices in multiple locations in support of the BIA. The incumbents serve as Indian Self-Determination Specialists responsible for the full range of contract and grant functions including the evaluation of proposals, negotiations, executions, and administration of programs in support of BIA. The incumbents will provide technical assistance to contractors/grantees on the laws, regulations, policies, and procedures.
Duties
Advises the Field Operations Self-Determination Officer on the interpretation and execution of Self-Determination activities throughout all Regions.
Monitors, evaluates, and establishes corrective actions for a wide range of program management oversight functions.
Leads designated parts of technical as well as process-oriented training on the Indian Self-Determination and Education Assistance Act of 1975 (ISDEAA), P.L. 93-638.
Evaluates designated portions of program plans, participates in reviews regional self-determination service delivery, and contributes to final reports and action plans.
Coordinates the Regional and Central Office self-determination programs related to policy compliance and executive strategy. Identifies, assesses, and mitigates risks which can vary from Region to Region.
Interprets and recommends programs plans and prepares documents and materials according to the requirements of the Indian Self-Determination and Education Assistance Act (ISDEAA), and other governing policy and regulations.
Serves as a Level I or Level II Awarding Official with the delegated the authority to award, modify, administer and/or approve, and close-out contracts and/or grants including construction and non-construction as appropriate.
Awards, modifies, administers, manages and closes-out Self-Determination contracts and grants.
Guides, directs, and provides technical assistance and training to approving officials, contractors, grantees regarding the requirements associated with the development of P.L. 93-638.

- The full performance level of this position is GS-12.
- Indian Affairs has determined that the duties of the position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
- Salary identified in this announcement is based on the Rest of US (RUS) pay table, however the selectee's salary will be based on the locality in which they reside.
Qualifications
GS-12:
To qualify at the GS-12 grade level, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level that includes performing of the following: 1) Advising, managing, and/or executing the Indian Self-Determination Act, the Educational Act of 1975 (ISDEAA), and Public Law 93-638 (P.L. 93-638) program activities; 2) Serving as or supporting an Awarding Official providing advisory services to develop, coordinate, negotiate and award contracts and grants; 3) Directing contract management, policy compliance reviews, evaluating and proposing solutions to administrative or management issues; 4) Assessing organizational training needs regarding self-determination; and 5) Recommending activities promoting training and curriculum development to support the implementation of P.L. 93-638.
