You will serve as a SUPERVISORY PROGRAM MANAGER in the TECHNICAL DEPARTMENT (SPB20) of STRATEGIC WEAPONS FACILITY PACIFIC. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.

Duties

You will supervise engineers, program manager, Information Technology Specialist, and quality assurance specialists. You will provide Nuclear Weapon Security (NWS), Strategic Weapons Systems (SWS) technical authority throughout the organization SWFPAC and provides expert advice to senior officials including at PMO and headquarters. You will direct the Nuclear Weapons Security Technical Program Division for engineering studies and investigations of deficiencies and overall maintenance management program for deficiencies. You will direct the development and operations of all facility wide management systems and policies. You will formulate approaches and proposals using resourcefulness and exceptional judgment, often deviating from established methods, for all assigned program tasks and elements, and prepares and presents these to management for approval. You will establish and maintain a robust configuration management system for NWS systems to ensure lifetime supportability of hardware, software, and firmware components of the systems. You will oversee the evaluation of system component processing requirements through review of specifications, drawings, and numerous system/component assembly, test, repair, maintenance, reliability, maintainability, modification, etc. You will manage the issues, correspondence; management plans instructions, and directives necessary to ensure effective communications among all activities participating in the program.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading or managing Integrated Product Teams implementing and integrating Nuclear Weapons Systems and Strategic Weapons Systems programs and requirements (e.g. overseeing the development of new theories, concepts, principles, standards, and methods.) to meet mission objectives.
