Duties
Serve as the program analyst and subject matter expert (SME) within the aviation competency.
Enhance program effectiveness for division Research Development Test and Evaluation efforts and provide advisory services on aviation and unmanned aircraft systems.
Specific knowledge of Federal Aviation Administration (FAA) laws, Department of Defense (DoD) and Army regulations, and policies that apply to Countermine and Combat Engineer UAS/UAV operations within C5ISR.
Aviation SME for the development of experimental payloads for UAS applications to include Counter Explosive Hazard (CEH) Research, Development, and Test programs and efforts to help the Division Chief forge strategic initiatives for the division.
Responsible for implementation of Division’s Unmanned Aerial Vehicle (UAV) flight operations to ensure compliance with all safety requirements, UAS/UAV policy, and regulations.
Serve at the Countermine Divisions’ (CMD) UAS/Army Aviation subject matter expert (SME) and principle UAS trainer to other operators within the division.
Stay updated on evolving policies and regulations for sUAS operations to include UAS operator training requirements, and ensure any updates to policy, regulations or training are implemented into the Division’s UAS procedures and the UAS operators.
Address guidance and direction from the CMD Chief in areas of business operations, budget management, data analysis, and risk mitigation.
Provide guidance resource allocation, logistics, manpower requirements, test and evaluation, strategic planning and safety planning.
Support the Office of the Chief for the Countermine Division in the execution of daily mission activities and correspondence to include the planning of GO/SES engagements, program reviews, data calls, and internal/external coordination.
Perform other duties as assigned.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- Three-year probationary period may be required under the demonstration project for the Engineers and Scientists Occupational Family unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Selectee must be able to obtain and maintain a Secret security clearance.
- This is a 6-year Renewable Term position scheduled to last 6 years IAW Federal Register Vol. 82, No. 178. This position may be extended, without limit, in up to six-year increments.

This announcement uses the Direct Hire Authority (DHA) for Defense STRL Positions authorized by Section 1108, NDAA for FY 2009 and Section 1107, NDAA for FY 2014 direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

Specialized Experience: one year of specialized experience equivalent to the DE-02/GS-11 level in the Federal service which includes work that involves Federal Aviation Administration (FAA) laws, Department of Defense (DoD) and Army regulations, policies and subject matter expert (SME) on Unmanned Aerial Systems (UAS) within the aviation competency.
