This position is located in the Bureau of Global Public Affairs, Digital Content, Office of Creative (GPA/DC/CR). The Office of Creative (GPA/DC/CR) conceptualizes, creates, and publishes web, social, and print content in formats that frequently blend text, image, video and interactive elements to deliver messages that inform Americans and influence foreign audiences. on U .S. policies and priority subjects of the U.S. government and Department of State.
Duties
Optimizes graphics for presentation on WordPress and other and/or emerging electronic publication platforms, on prevalent social media platforms, and for appearance on screens of varying resolutions and sizes, including mobile devices.
Manages projects and advised on technical aspects to convey the objective of each project.
Responsible for designing visual arts and graphics for the Department of State.
Serves as a technical consultant to supervisors and senior management on all electronic publishing-related matters related to assigned projects.

Qualifications
Applicants must meet all the qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience producing and disseminating written and oral information to encourage uncooperative groups and individuals to adopt results;
Experience with graphics and technical programs, desktop publishing, and graphic software (e.g., Illustrator, InDesign, Photoshop, Acrobat Pro, MS Word, Power Point, and WordPress);
Experience translating broadly defined written descriptions into meaningful graphic designs.
There is no substitute of education for specialized experience for the GS-13 position.
Note: Unpaid experience is creditable, provided the work done was of a quality level and demonstrates the ability required for this position. This includes planning the preparation and use of photographs, illustrations, drawings, and other artwork, charts, diagrams, dioramas, maps, slides, overlays, and other kinds of visual material for use in communicating information through visual means.
