The position is located at the Wilkes-Barre VA Medical Center in support of the VISN 4 Network. Supports all aspects of compensation to Veterans Health Administration employees within the VISN 4 Health Care System. This position will support at least 17,000 Timecards every pay period. The position supports nine different stations as well as the VISN office. .

Duties

Duties as assigned but not limited to: Responsible for assisting the Payroll Supervisor in directing the operations of the Payroll Section, Fiscal Service, and leading a minimum of five Civilian Pay Technician personnel who receive, maintain and adjust employee payroll accounts for VISN 4 and organizations assigned based on Memorandums of Agreement. Performs work related to determining pay, maintaining payroll records, and completing related reports pertaining to civilian employees of the Federal Government. Serves as liaison and advisor between employees, serviced units/activities, DFAS and ensures compliance with VA Payroll Policy. Provides technical guidance and make certain the timeliness, accuracy, and overall quality of services provided. Position serves as a central point to receive documents that affect payroll accounts and to distribute various reports. Maintains DCPS files and tables, performs local record keeping, and provides customer service to civilian employees. Distributes and balances the workload among twelve or more employees; assures timely accomplishment of the assigned workload and assures that each employee has enough work to keep occupied. Keeps abreast of status and progress of work and makes day-to-day adjustments in accordance with established priorities. Instructs employees in specific tasks and job techniques and makes available instructions, reference materials, and supplies. Gives on-the-job training to new employees. Maintains a current knowledge and answers questions of other employees on procedures, policies, directives, etc., and obtains needed information or decisions from supervisor on problems that may occur. Reviews completed work to ensure that supervisor's instruction on work sequence, procedures, methods, and deadlines are met and take necessary measures to ensure that work meets performance standards. Approves leave for a few hours or for emergencies. Resolves simple informal complaints of employees and refers others to supervisor. Reports to supervisor on performance, progress, disciplinary problems, and training needs of employees. Inputs into the Defense Civilian Pay System (DCPS) all retroactive adjustments and a wide variety of other transactions which affect pay, leave, taxes, benefits, and other deductions. Ensures all payroll corrections are processed timely and accurately, loads data input by timekeepers, and transmits to Defense Accounting and Finance System (DFAS). Reviews, computes and/or verifies a variety of employee data for input into DCPS to include the following: savings bonds; charitable contribution authorizations; employee organization deductions; federal, state and local tax authorizations; earned income credits; employee mailing addresses; allotment authorizations; direct deposit; advanced/restored family leave; leave certifications; compensatory time carryover hours; employment leave indicator; and overseas allotments/employee information/other deductions. At the beginning of each pay period, downloads the Personnel Master File and executes appropriate interface programs necessary to update CEFMS prior to opening new pay period, making necessary corrections to ensure proper CEFMS data is loaded. Verifies that each of the timekeepers have completed posting of Payroll/Labor data. Verifies supervisor's certification is complete prior to transmission of payroll file to DFAS. Responds to customer inquiries for information. Prepares and submits special pay authorizations. Coordinates with DCPS Pay Technicians to resolve the most complex DCPS error reports and system problems. Work Schedule: Monday - Friday 8:00a.m. - 4:30p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Possessing experience as a Civilian Payroll Technician; possessing knowledge of a body of payroll, time and attendance, tax, and retirement; utilizing a variety of interrelated steps, conditions, and procedures or processes to assemble, review, and maintain a variety of complex pay transactions; processing various payroll related reports; resolving time, leave and benefit issues; utilizing automated pay systems to reconcile errors, and provide accurate information and assistance; and operating a personal computer with a variety of software programs. (This experience must be reflected in your resume to be credited to your rating.). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily performed while sitting, but requires some walking, standing, carrying light objects, and occasionally driving an automobile. Manual dexterity is also required to operate a CRT and/or data entry console.
