REQUIRED to commute within 50 miles of VISN 4 facilities. The position is located at the Wilkes-Barre VA Medical Center in support of the VISN 4Network. Employee will oversee all aspects of compensation to Veterans Health Administration employees within the VISN 4 Health Care System, support at least 17,000 Timecards every pay period. The position supports nine different stations as well as the VISN office. The position will supervise a staff of several leads and several payroll techs.
Duties
Major Duties: The incumbent will serve as the Payroll Supervisor. Supervises a staff that comprises of (10) FTEE Civilian Payroll Technicians for the VISN 4 Network and (2) FTEE Lead Civilian Payroll Technicians.. Plans work assignments and sets priorities for Payroll staff. Incumbent advises and provides counsel to employees regarding policies, procedures and directives of management. Selects or recommends selection of candidate for vacancies, promotions, details and reassignments in consideration of skills and qualifications, mission requirements and EEO and diversity objectives. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Holds employees responsible for satisfactory completion of work assignments. Appraises subordinate workers performance ensuring consistency and equity in rating techniques. Recommends awards when appropriate and approves within-grade increases. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Prepares documentation to support actions taken. Identifies employee developmental needs and provides or arranges for training (formal and on-the- job) to maintain and improve job performance. Encourages self-development. Approves master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time.
Work Schedule: 8:00 a.m.- 4:30 p.m.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Responsible tor assisting the Payroll Supervisor in directing the operations of the Payroll Section, Fiscal Service, and leading a minimum of five Civilian Pay Technician personnel who receive, maintain and adjust employee payroll accounts for VISN 4 and organizations assigned based on Memorandums of Agreement. Performs work related to determining pay, maintaining payroll records,and completing related reports pertaining to civilian employees of the Federal Government. Serves as liaison and advisor between employees, serviced units/activities, DFAS and ensures compliance with VA Payroll Policy. Provides technical guidance and make certain the timeliness, accuracy, and overall quality of services provided..
