This position is located at the Wilkes-Barre VA Medical Center in Support of VISN 4 Network. Supports all aspects of compensation to Veterans Health Administration employees within the VISN 4 Health Care System. Will support at least 17,000 Timecards every pay period. The position supports nine different stations as well as the VISN office.
Duties
Responsible for assisting the Payroll Supervisor in directing the operations of the Payroll Section, Fiscal Service, and leading a minimum of five Civilian Pay Technician personnel who receive, maintain and adjust employee payroll accounts for VISN 4 and organizations assigned based
on Memorandums of Agreement. Performs work related to determining pay, maintaining payroll records, and completing related reports pertaining to civilian employees of the Federal Government. Serves as liaison and advisor between employees, serviced units/activities, DFAS and ensures compliance with VA Payroll Policy. Provides technical guidance and make certain the timeliness, accuracy, and overall quality of services provided.
Work Schedule: 8:00 a.m. - 4:30 p.m.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: incumbent supports the Chief Financial Officer (CFO) and the section supervisor to provide accurate and timely compensation for Veterans Health Administration employees spanning the entire VISN 4 network.. Investigates employee compensation related errors or anomalies through analysis of Financial and Human Resources automated systems to correct issues identified through customer
service requests or internal audit discovery.. Reviews and reconciles various types of pay and leave transactions involving Title V, Title 38, Hybrid Title 38, Senior Executive Service, Veterans Canteen Service, Fee Basis, and Federal Wage System (FWS) employees.. This work is performed using the Veterans Health Information Systems and Technology Architecture (VISTA), Enhanced Time and Attendance (ETA), VA Time and Attendance System (VATAS), Human Resources (HR) Smart, Defense Finance and Accounting Services (DFAS), Defense Civilian Pay System (DCPS), and DFAS Request tracking System (Remedy) systems.. Analysis compares data between multiple systems to identify anomalies and devise solutions. All aspects of employee pay including tax withholding, direct deposits, union dues, Thrift Savings Plan and allotments are considered. Provides analysis support to the accounting division to resolve compensation transaction issues in the accounting system of record.
