The primary purpose of this position is: To provide United States Central Command (CENTCOM) with operational, strategic, and tactical communications security systems program management. This position includes responsibility for analyzing, managing, and performing work necessary to plan, design, develop, implement, integrate, test, and document cryptonet systems.

Duties

Plans and develops methods, procedures, policies, and techniques governing command wide decisions on secure telecommunications systems. Perform duties of COMSEC Manager for Command and Theater Accounts. Serves as the program manager for the Coalition Electronic,Key Management System (CEKMS). Participates in discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports.

  • Position is designated special-sensitive, and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance
  • with access to Sensitive Compartmented Information (SCI) based on a Tier 5 investigation. A non-disclosure agreement must be signed.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Travel may be required by military and commercial aircraft or other conveyance in accordance with the Joint Travel Regulations for the performance of duties.
  • This position is designated as a key position. The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization
  • without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve.
  • Incumbent may be required to work rotating shifts, weekends and federal holidays throughout the year.
  • In accordance with AFMAN 17-1302-O, COMSEC Operations, formal Communications Security training is required within six month of appointment.
  • Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
  • Per DoD 8570.01-M Information Assurance Workforce Improvement Program or its replacement based on DoDD 8140.01, cyberspace Workforce Management, the incumbent of this position must achieve the appropriate IA certification
  • within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, for Telecommunications Series 0391 (opm.gov) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes; Applying a wide range of communications concepts, principles, and practices to plan, coordinate, review, analyze and resolve difficult and complex communications security and telecommunications problems. Work encompasses complex and uncommon interfaces and policies and practices; sources of technical data to evaluate new devices, proposals, and approaches; and a practical understanding of contracting procedures and legal requirements. Utilization of a broad range of communications security operating techniques, policies and procedures to plan, coordinate and satisfy users requirements. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of communications security (COMSEC) concepts, practices, standards, operational requirements, equipment characteristics, interoperability requirements and COMSEC key mat attributes associated with equipment types, and the ability to relate to user requirements. 2. Knowledge of national and international policies, directives and other regulatory material effecting management of U.S. and Foreign Military Sales (FMS) COMSEC accounts. 3. Knowledge of performance characteristics of telecommunications media to effectively plan, program, develop/modify, and ensure compliance with National Cryptological Telecommunications Systems policies and procedures. 4. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in providing needed service. 5. Ability to understand and analyze technical documentation, plan, organize, lead others in studies or projects and to work well with others as part of a team. 6. Knowledge of cryptographic management procedures and theories supporting secure connectivity requirements for military and governmental headquarters info structures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
