The primary purpose of this position is to serve as a Senior Program Manager/Deputy Branch Chief within the Security Assistance Organization Support/Coalition Command and Control (C2) Interoperability Element Branch of the Strategic C4 Architectures, Programs and Policy Division of the J6 Directorate of U.S Central Command.
Duties
Provides program management, technical and administrative control over Security Assistance Organization (SAO) Support Branch activities.
Leads telecommunication and information systems programs and special projects.
Prepares budget, technical reports, staff studies, and briefings.
Leads specific cross-organizational discussions, meetings, committees (typically 0-5 membership) or special projects and presents briefings and prepares recommendations and reports.
Coordinates the preparation of and reviews Program Management employee Statements of Work (SOW).

- Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.
- Work will frequently require travel away from the normal duty station, including overseas locations and hostile areas of operations. Employee may be required to travel on military and commercial aircraft.
- Recall to duty may be a requirement of this position.
- This position is designated by the Air force as a Test Designated Position (TDP). Incumbent is to refrain from illegal drug use and if required, submit to urinalysis testing. Selectee must sign statement acknowledging position is identified as TDP.
- Must be able to obtain and maintain a Top Secret clearance with access to Sensitive Compartmented Information (SCI).

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, Individual Occupational Requirement for Telecommunications (IOR), Series 0391.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Application of a wide range of DoD and DoS telecommunications and information systems network concepts, principles, and practices to accomplish through the use of telecommunications devices, methods, services, and facilities; Applying DoD and Air Force budgetary system, contract procedures, and legal requirements and how they apply to long-range planning and programming of DoD telecommunications and inforn1ation systems; Review, analyze, and resolve difficult and complex problems involving DoD and interagency telecommunications and information systems compatibility, both installation-wide and external interoperability concerning hardware, software, circuits, switches, distribution, satellite, linkages, telephone, encryption and networking.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of a wide range of DoD and DoS telecommunications and information system network theories, concepts, principles, and practices, procedures, policies, standards, operational requirements, to relate to user and agency operational requirements.
Knowledge of performance characteristics of DoD and DoS telecommunications and information systems equipment, systems, services, and transmission media to evaluate new devices, proposals, and approaches and to develop new methods, criteria, or propose new DoD policies and procedures.
Knowledge of associated methods and techniques such as contracting procedures/legal requirements, national policy, inter-agency regulations, cost analyses, and budgets.
Ability to analyze, plan and adjust work operations to meet program requirements and objectives within available resources.
Ability to effectively collate, update, and disseminate/communicate information in a timely manner both orally and in writing to identify, direct, or coordinate actions required in providing needed service.
Ability to analyze/apply specialized methods and analytical techniques involving DoD and DoS telecommunications and information systems (e.g., systems compatibility, hardware, software, circuits, switches, distribution, satellite linkages, telephony, encryption and networking).
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
