The primary purpose of this position is to provide expert level Radio Frequency (RF) planning and management of electromagnetic interference (EMI) reports and analysis to the USCENTCOM Commander and J6 in support of military forces conducting operations or exercises in the USCENTCOM Area of Operations.
Duties
Senior Spectrum Interference Resolution Manager (SIRM).
In concert with the Command Joint Electromagnetic Spectrum Operations Cell J2/J3 representatives: plans,
organizes, and in Spectrum branch chief's absence directs the activities of the USCENTCOM Spectrum
Branch, ensuring compliance with legal and regulatory requirements to meet theater needs.
Supports the Joint Electromagnetic Spectrum Operations Cell (JEMSOC).
Conduct Technical Analysis of CREW systems, C-UAS capabilities, and Manages Joint Restricted Frequency
List (JRFL) product.

- Must be able to obtain and maintain a Top Secret /SCI Clearance.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Employee will be required to travel by military and commercial aircraft in performance of TDY.
- The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent agency or office to function effectively.
- This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve.
- Employee will be expected to successfully complete the Electromagnetic Spectrum Management or Battlefield Spectrum Management Course, the Joint Electronic Warfare Theater Operations Course, and any other relevant course and refresher training.
- Proficiency with SXXI tools, SPEED, JSIRO web-tool, EMI resolution tools and resources is desired.
- Proficiency with MS Office tools and applications is desired.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions
- Overtime may be required as workload demands
Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Telecommunications Series
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience with a wide range of telecommunications theories, concepts, principles, practices, procedures, policies, standards, and operational requirements; experience with operational and performance characteristics of telecommunications equipment, systems, services and transmission media; and comprehensive knowledge of DoD guidance and performance characteristic of telecommunications equipment, antenna system limitations, propagation factors, and electromagnetic spectrum compatibility/interference potentials of various frequency bands to resolve electromagnetic interference incidents.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery knowledge of a wide range of telecommunications theories, concepts, principles, practices, procedures,
policies, standards, and operational requirements; and of operational and performance characteristics of
telecommunications equipment, CREW, C-UAS and spectrum-dependent (SD) systems, services and transmission
media to perform radio frequency spectrum planning and analysis.
Comprehensive knowledge of performance characteristic of telecommunications equipment, antenna system
limitations, propagation factors, and electromagnetic spectrum compatibility/interference potentials of various
frequency bands to resolve electromagnetic interference incidents.
Expert knowledge of DOD guidance on electromagnetic spectrum operations (EMSO), Spectrum management,
Joint Restricted Frequency List (JRFL), and Joint RF interference resolution tools, references, methods, tactics,
techniques, and procedures (TTPs), tools and resources
Comprehensive background knowledge of Joint Electromagnetic Spectrum Operations (JEMSO) concept,
functions, responsibilities, objectives, tools and resources.
Ability to communicate effectively both orally and in writing to identify, direct, or coordinate required actions.
Ability to manage, plan, organize, prioritize, and direct a team to resolve interference issues.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
