The primary purpose of this position is to serve as command level manager/senior communications planner within the Command and Control, Communications and Computers (C4) Plans Branch, Operations Division of the J6 Directorate of U.S. Central Command.

Duties

Plans, organizes, and directs program management, technical and administrative oversight of Command and Control, Communications and Computer (C4) and Cyber-related USCENTCOM CCJ6-OP activities. USCENTCOM CCJ6 Plans Branch Representative to a wide variety of Headquarters, Joint and Coalition functional organizations. Manages all aspects of Command and Control, Communications and Computers (C4) planning process. Identifies Cyber/Coalition Interoperability requirements and fully integrate in USCENTCOM OPLANs, CONPLANs, and Orders. USCENTCOM Subject Matter Expert (SME) for Global Force Management (GFM) Signal requirements.

  • Position designated special-sensitive (SS) and requires a TOP SECRET (TS) security clearance and eligibility for access to Sensitive Compartmented Information, other SS information, or involvement in TS Special Access Programs to perform duties.
  • A non-disclosure agreement must be signed.
  • Position designated a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a threat to the mission of USCENTCOM, national security, and public safety.
  • Incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice.
  • Incumbent must pass initial drug testing and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing.
  • Position designated a key position IAW AFI 36-507. Duties of position are essential to wartime/contingency operations. Incumbents must be removed from military recall status if alt for filling of the position during an emergency are not available.
  • Information Assurance Certification at the IAM II level is a CoE. This position includes information assurance (IA) work as a paramount duty requirement. Failure to receive and maintain proper IA certification may result in removal from position.
  • Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3
  • This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
  • Overtime and/or emergency overtime may be required. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Work may occasionally require travel away from the normal duty station. The employee may be required to travel on military and commercial aircraft to overseas locations.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standards for Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-0391, Telecommunications Series. https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=GS-ADMIN INDIVIDUAL OCCUPATIONAL REQUIREMENTS: Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Utilizing information systems, communications, capabilities, networks, and services to ensure telecommunications and data network program systems are fully interoperable, in compliance with applicable regulations and instructions, and able to operate without interference or degradation; utilizing operational and performance characteristics/parameters of telecommunications and information systems to support communications and cyber requirements and capabilities, to include inputs to local, regional and theater-wide planning documents, annexes, appendices, and other planning documents; and working closely with other members of the organization to develop and revise communications and cyber portions of bilateral plans. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of C4 planning process, to include developing Communications and Cyber elements of deliberate, strategic, crisis action, contingency, humanitarian, exercise and Coalition planning, with special emphasis on knowledge of USCENTCOM's area of responsibility and component capabilities/requirements. Knowledge of US and Coalition communications principles, concepts, and methods, including military and commercial strategic, tactical, fixed base, and airborne communications capabilities and requirements. Knowledge of C4 support for exercises, including joint, bilateral, and large-scale US interagency and multinational exercises. Ability to rapidly analyze communications and cyber force management requirements and develop solutions, including Request for Forces (RFF), Deployment/Redeployment Orders (DEPORDS/REDEPORDS), Joint Urgent Operational Needs Statement (JUONS), Mission Needs Statement (MNS), and Coalition Operational Need Statement (CONS) and task components via Fragmentary Orders and CENTCOM Communications Tasking Orders (CCTOs). Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
