This position is located in the Department of Homeland Security (DHS), Science and Technology (S&T) Directorate, Contract Acquisition Program Support Division (CAPS), Requisitions Branch. The primary purpose of this position is to manage the Requisition branch which includes direct supervision and responsibility for federal employees and management of its contract staff. Non-BU: This is a non-bargaining unit position.

Duties

As a Supervisory Financial Management Specialist, GS-0501-15, your typical work assignments may include: Conducting reviews of agency acquisition strategy to identify changes to improve management practices and systems, and to determine changes needed to reflect findings of outside reviews, provisions of new legislation and of new executive orders, and new mission and program priorities. Planning work to be accomplished by subordinates, set priorities, and establishes schedules for work completion. Making changes in work assignments, workflow and balances workload among employees to increase effectiveness of operations supervised. Providing acquisition and financial management, resources analyses, and budget execution, monitoring, and justification activities to support customer requirements and priorities for acquisition planning and execution for complex agency programs. Applying expert knowledge of principles and techniques of financial and acquisition management, and ability to understand requirements of customers to serve as an agency expert for execution year acquisition planning. Assisting with the development of program execution plans in accordance with each Division's approved spend plans.   • This position requires you to have access, safeguard, and store classified national security information on a regular basis. You must be able to obtain and maintain a Secret security clearance.

Qualifications

Specialized Experience: You qualify for the GS-15 grade level if you possess one year of specialized experience, equivalent to the GS-14 grade level in the Federal government, performing duties such as: 1) Assessing budgetary, financial, and acquisition program operations to ensure compliance with federal, departmental, and agency requirements; 2) Utilizing qualitative and quantitative analytical methods to ensure program activities reflect current trends and information; 3) Conducting reviews of acquisition strategies to identify areas for improvement in management practices and systems; 4) Performing the full range of supervisory duties (i.e. assigning work, determining priorities, recommending personnel actions, effecting disciplinary measures, etc.). Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
