About the Position: This position is located at the U.S. Army Criminal Investigation Laboratory (USACIL) in Ft. Gillem, GA. USACIL is an organization responsible for providing forensic laboratory support to the U.S. Department of Defense (DoD) criminal investigation organizations and legal agencies, as well as other federal and non-federal agencies.
Duties
Providing technical support in Forensic Serology and DNA analysis.
Perform Forensic DNA analysis techniques to develop DNA profiles from evidentiary sample.
Maintain inventory of prepared reagents and DNA supplies.
Ensure all glassware and equipment is processed and sterilized.
Perform DNA decontamination in all essential community areas within the DNA branch laboratory.
Collect, package, and transport all hazardous chemicals and biohazardous waste generated by the DNA branch.
Requirements
- Must comply with Drug Abuse Testing Program requirements. This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
- Applicants tentatively selected for appointment to this position will participate in drug urinalysis testing unless currently occupying a TDP within the Department of Defense.
- Required to sign DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical Under the Department of the Army Drug-Free Federal Workplace Program).
- Requiring participation in random drug testing as a condition of employment.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Travel, involving extend time periods, will be required in response to life-cycle training, courts, and crime scenes worldwide. Business Travel is required approximately 30% of the time.
- This position is designated Non-Critical Sensitive (2) requiring the employee to obtain and maintain a Secret Security Clearance.
- Must participate in DNA profiling database within the DFSC.
- Required to lift boxes of evidence that weigh up to 40 pounds.
- May be required to carry a firearm.
- Lautenberg Amendment: Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, U.S.C., Section 922(g)(91)).
- Candidates who have been convicted of a misdemeanor crime of domestic violence are not qualified for this position.
- Candidates under consideration will be required to certify whether they have ever been convicted of such an offense.
- False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment (Title 18, U.S.C., Section 1001).
- Applicants must possess a valid motor vehicle operator's license at the time of appointment, must maintain license while employed in the position.
- Special requirements include wearing protective equipment (e.g., respirators, safety glasses, etc.)
- May be required to work overtime and other than normal duty hours.
- Pre-appointment and annual physical required.

Basic Education:
Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of education and experience-courses work equivalent to a major in biological sciences, agriculture, natural resources management, chemistry or related disciplines appropriate to the position, plus appropriate experience in the field or additional education.

GS-09 Required Specialized Experience: Performing DNA analysis to develop DNA profiles; setting up, operating and maintaining DNA equipment; providing technical support and technical support expert testimony; resolving a variety of problems, questions, or conditions in accordance with established precedents, laboratory procedures, and clinical practices; preparing chemical reagents; collecting and transporting hazardous chemicals and biohazardous waste.

Education Substitution for Specialized Experience for the GS-09: Successful completion of a 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree(Note: You must attach a copy of your transcripts.)
OR
Combination of Specialized Experience and Education for the GS-09: You must possess some specialized experience as described above, but less than one year; and have more than one year of graduate level education, but less than three years of graduate-level education as described above. If you have computed the percentage of the requirements that are meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semesters hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify) (Note: You must attach a copy of your transcripts.) This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-07.
GS-11 Required Specialized Experience: leading the performance of DNA analysis to develop DNA profiles; leading the set-up, operation and maintenance of DNA equipment; leading technical support and technical support expert testimony; leading the resolution of a variety of problems, questions, or conditions in accordance with established precedents, laboratory procedures, and clinical practices; leading the preparations of chemical reagents; leading the collection and transportation of hazardous chemicals and biohazardous waste. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09.

Education Substitution for Specialized Experience for the GS-11: Successful completion of Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related from an accredited college or university. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Biology.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
