There is an anticipated vacancy for the position of a staff attorney in the Environmental and Occupational Safety and Health (EOSH) Section of the Office of Counsel, Naval Sea Systems Command (NAVSEA). The position is located at NAVSEA Headquarters, located on the Washington Navy Yard, Washington, DC.
Duties
You will provide clients with the full range of legal services assigned to the Department of the Navy Office of the General Counsel, including environmental and occupational safety and health and associated litigation in various forums.
You will provide legal advice and representation in the areas of environmental compliance, environmental planning, natural and cultural resource laws, environmental remediation, and related litigation support.
You will also be expected to support other areas of practice including occupational safety and health, regulation of nuclear materials, explosive ordnance safety and disposal.
You will coordinate closely with other EOSH attorneys and frequently work with attorneys in offices throughout the Department of the Navy.
You will practice the areas of law named above, including working with other components of DoD and federal and state agencies.
You will interpret legislation, regulations, and policy guidance.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
This position has a full performance level of NH-IV (equivalent to GS-15 pay) under the Acquisition Demonstration (AcqDemo) Pay System and will be filled at the GS-12, GS-13, GS-14 or NH-IV (GS-15 equivalent) level, depending on the qualifications of the successful applicant(s).
To be eligible for selection as an attorney at the GS-12 level, the applicant must have 2 years of legal experience.
To be eligible for selection as an attorney at the GS-13 level, the applicant must have in excess of two years of recent legal experience.
For GS-12 and GS-13 positions only, an LL.M. with a specialization in environmental law may be substituted for one year of the required relevant legal experience.
To be eligible for selection at the GS-14 level, the applicant must have at least three and a half years of recent and relevant professional legal experience.
To be eligible for selection at the NH-IV pay level (equivalent to the GS-15), the applicant must have at least five and a half years of recent and relevant professional legal experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
The successful applicant must have graduated from a law school accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court.
