NASA Marshall Space Flight Center seeks senior personnel to serve as Element/Office Program, Planning, and Control (PP&C) program analysts to advise, coordinate, monitor, and direct the planning, programming, budgeting, and management of infrastructure and resources for the Space Launch System (SLS) Program Planning and Control (PP&C) Office in Huntsville, Alabama.

Duties

Oversees and manages budget operations or resource planning during budget formulation and execution for an operation with multiple major subordinate components, each with diverse, multi-year, substantive programs. Evaluates objectives, plans, schedules, risk, and resource compatibility with overall program/project goals. Converts technical objectives into budget/management terms; evaluates proposals and assesses resource requirements regarding scope of work. Directs execution of the operating budget, including establishment of necessary controls; approves expenditures; oversees status of funds review to avoid Anti-Deficiency Act violations; and provides management information for decision-making. Reviews plans, specifications, and cost estimates for technical adequacy. Directs necessary changes, resolves controversial problems, ensures conformance to plans and specifications. Reviews and assesses long-range mission planning of projects to anticipate impacts on resources; integrates program schedule requirements, risk, and resource directives. Fosters a culture of engagement, diversity, inclusiveness, excellence and innovation. Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Conducting or serving on teams involved with the operations of an administrative or business project, including budget formulation and execution, and scheduling; Analyzing objectives, plans, schedules, cost estimates, or resource requirements and providing recommendations to ensure readiness of spaceflight projects; and Ensuring funding, availability, and scheduling for the procurement of parts, hardware, equipment, or services in accordance with applicable rules, regulations, and policies.
