Duties

You will provide advice and guidance to management officials on all budgetary matters. You will develop and coordinate the planning, formulation, and execution of the budget. You will provide projections based on variable factors by evaluating programmed distribution of available funds submitted by program directors against mission and workload objectives. You will formulate the operating program budget and manages and monitors fund distribution for the operation of the Brigade. You will prepare quantitative and analytical data required during the formulation, execution, and review processes.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires Temporary Duty business travel (TDY) approximately 10% of the time.
  • This is a Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 USC, section 1599d.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized Experience: One year of specialized experience which includes performing budget formulation including preparing detailed analysis and estimates of annual funding; monitoring budget allocation and execution to ensure that operating program objectives are met; utilizing the principles, practices, and methods of budget execution; advising staff members and management on budget execution, organizational structure, programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationBudget ExecutionBudget Formulation, Justification, and PresentationOrganizational Awareness Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
