This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resources and Conservation Service (NRCS) and serves as a Management and Program Analyst for Easement Programs.

Duties

Monitoring and controlling project interdependencies and involving other project managers in the process. Participating with management to resolve resource constraints and conflicts. Assisting in the formulation, determination, development and implementation of policies, processes and process improvements of project management methodology and tool sets in accordance with industry best practices. Supporting technical POC with project management activities to help monitor project work.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying: GS-9: Must have one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties: 1) Analyzing plans for programs to determine effectiveness in meeting the organization's mission; 2) Participating in planning sessions with program managers to identify ways of carrying out existing programs; and 3) Collaborating on studies to determine if programs meet compliance with regulatory standards. (Your resume must CLEARLY demonstrate this experience.) OR Must have a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a related field such as Business Administration, Public Administration or other directly related field. (You must submit your transcripts to verify your education.) OR Must have a combination of the specialized experience and graduate education described above that when combined totals 100 percent. First, determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of 1 year (18 semester hours) may be used to qualify applicants for the GS-09 level. (You must submit your transcripts to verify your education.) GS-11: Must have one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-09 grade level in the Federal service, performing the following duties: 1) Supporting project management activities through the full project life cycle processes of initiating, executing, controlling, and close-out on assigned projects; 2) Assisting project managers with monitoring funding activity/utilization, performance timelines, and/or contractual reporting requirements; 3) Gathering documentation and initiating briefings to support decision making and communicate project interdependencies, risks and issues for assigned projects; and 4) Assessing project risks and issues to make recommendations for decision making and resolutions. (Your resume must CLEARLY demonstrate this experience.) OR Must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a related field such as Business Administration, Public Administration or other directly related field. (You must submit your transcripts to verify your education.) OR Must have a combination of the specialized experience and graduate education described above that when combined totals 100 percent. First, determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; and then add the two percentages.
