The incumbent serves as a Supervisory Program Analyst (Health Informatics) located at the Alexandria VA Health Care System, in the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA).
Duties
This position is responsible for management, assessment, design, integration, modification, maintenance, and analysis of programs and processes related to the field of health informatics with the goal of improving patient care, population health, reducing costs and waste, and improving the staff experience across VA.
Duties include, but may not be limited to the following:
Supervises a staff of Informatics employees to accomplish the work of the health informatics office.
Exercises supervisory authorities and responsibilities involving work assignments and reviews, approves, or rejects daily and long-range work requirements.
Supervises, plans, and directs overall personnel management activities.
Serves as liaison between clinical staff and technical staff and manages all administrative aspects of their programs and projects.
Develops targeted, mission-aligned, program goals and objectives that are clearly defined, specific, measurable, attainable, relevant, and timely.
Develops and implements policies, procedures, and organizational tools to ensure program success.
Cultivates and maintains effective relationships with key partners and stakeholders that impact informatics from the central office level, through the facility level.
Cultivates a healthy working relationship between the Offices of Information and Technology (OIT) and Health Informatics, allowing for routine dialog to enable the sustainment and optimization of our health information technology (IT) solutions and workflows, for the benefit of all staff and Veterans.
Cultivates a healthy collaboration between enterprise and facility level clinical / biomedical engineering staff and health informatics, ensuring that patient care technology is effectively and efficiently integrated into the clinical process.
This role combines clinical, administrative, and technical knowledge that involve multiple specialized areas of a complex nature to develop, manage, maintain, and lead major health informatics initiatives and projects of a broad scope.
Enables healthcare capabilities and the evolution of technology adjoined to the electronic health record (EHR) to deliver quality care by developing, implementing, monitoring, maintaining, and optimizing informatics tools and access to them.
Ensures clinical input in the development and management of the (VHA) business architecture, which structures and communicates the VHA healthcare business, and includes descriptions of business behaviors, functionality, processes, and the flow of information that is required to achieve VHA's mission.
Ensures the VHA EHR and other clinical and business systems operate in a way that improves patient care, ensures patient safety, and meets the needs of providers.
Evaluates, documents, analyzes, prioritizes, and recognizes requirements for the improvement of the EHR and other systems in collaboration with the end-user.
Uses communication, education, and leadership to support comprehension of and adaptation to organizational updates.
Develops educational handouts, administers computer-based learning modules and other training vehicles, and provides formal and informal in-services to facility staff on the various software packages utilized at their facility.
Performs other duties as assigned.
Work Schedule: Monday-Friday, 8:00am-4:30pm, subject to change based on the needs of the facility.

Qualifications
To qualify for this position at the GS-13 level position you must have served 52 weeks at the GS-12. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify based on your experience as described below:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Program Analyst - Informatics. Qualifying specialized experience includes determining organizational unit goals and objectives in a constantly changing and developing health care field; independently performing a full range of data analysis, to include collecting, evaluating, and synthesizing of data; preparing briefing documents and making presentations to senior managers; assists with estimating program budgets, reviewing contractor and health informatics work plans, and progress report development; and experienced knowledge and use of national database architecture and file structure, analytical techniques, and clinical applications development techniques.
NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials. The work is conducted in office, conference room, and clinical/hospital patient care settings. Typically, the work is hazard-free, not requiring any special equipment or clothing. The employee is in on-call status as needed and works flexible hours to meet the needs of the facility end user.
