This position is located in the Medical Administration Service; Training, Data, and Analytics Section. Duties include assessing, trending, auditing, and monitoring administrative and scheduling practices and policies; auditing, monitoring, and systems integrity; managing, advising or performing internal analysis/audits of Performance Improvement specifics, and issuing reports of analysis/audit findings and recommend corrective actions; and developing and implementing ongoing training programs.
Duties
Duties include, but are not limited to:
Planning, preparing, and developing review and reporting procedures used in the performance of review and analysis/audits.
Defining problems and establishing facts and drawing valid conclusions.
Preparing reports that accurately depict an entity's level of compliance with internal and external regulations and policies, identifies inappropriate business practices, evaluates control systems, and develops constructive recommendations for improvements.
Assisting in identifying specific analytical/audit techniques to address specific functional areas, developing statistical sampling plans, data, collection, and dissemination.
Assisting in preparing, organizing, and completing comprehensive work paper files that include complete summaries of evidentiary data to support audit conclusions relevant to audit objectives.
Preparing findings and recommendations based on auditing tasks.
Developing and administering the office training program.
Location Information: The location of this position is negotiable within the Alexandria VA Health Care System upon selection.
Work Schedule: Monday - Friday, 8:00 a.m. - 4:30 p.m., subject to change based on the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/29/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience reading and interpreting VA, AVAHCS, MAS, and Business Operations Office policies and procedures related to the scheduling and delivery of healthcare; skill in using knowledge of varied functions of computer spreadsheets, database applications, SharePoint applications, and data organizational tools to analyze data, monitor trends, and make recommendations based on the findings; experience in the theory, principles, concepts, and practices of accounting and auditing, including Generally Accepted Government Auditing Standards; utilize knowledge of health records information systems, coding, billing and documentation, statistics, and health records quality controls to make sound conclusions from available data; design, evaluate, and develop programs, training plans, course methods, materials and aids, and training records;
OR
Education: Substitution of a master's degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J/D., if related (transcripts required);
OR
Combination: Combination of specialized experience as described above, and graduate education as described above which totals in excess of the first year or an excess of 18 credit hours (transcripts required). [To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.]

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary but does require some walking, bending, stooping, standing, stretching, and carrying moderately heavy items such as but not limited to manuals, documents, office supplies, and/or data file reports. Work also involves spending a significant amount of time performing keyboard data entry and prolonged periods of data review via a computer monitor. Concentration and sustained performance under prolonged stress may be required due to time factors involved in the completion of work assignments within specified deadlines.
