Duties

Responsible for civilian manpower authorizations, utilizations, and requirements; organizational analysis; mission evaluation and assignment; manpower utilization surveys for organizational elements of the Command. Performs a wide range of manpower management analyses related to development and implementation organizational structure. Develops and briefs a variety of Manpower reports for decision support, and determines the most appropriate law, policy, regulation, principles, practices, methods and approaches to accomplish the work. Conducts research, and provides advisories/recommendations to managers and command for the resolution of complex and/or controversial or unprecedented issues, problems and conflicts. Keeps supervisors informed of progress and potential controversial matters. In a worldwide scope, addresses and evaluates manpower issues for the command by evaluating all or most segments of the organizations, researching and recommending solutions across a broad range of technical areas, including but not limited to missions, organization structure, personnel policies, and medical credentialing procedures. Administers and conducts a wide variety of analyses cross the human resource lifecycle involving programming and allocation of manpower resources. Provides the overall direction of several Manpower programs and formulates and issues guidance to command and supported activities. Provides advice and guidance to command leadership on manpower management. Coordinates with supporting NAF Human Resources Office, activities, and management and executive leadership to provide required manpower, HR, and personnel support to individual activities. Ensures that there are enough quality personnel, in adequate numbers, with the appropriate skills, and in the appropriate grades, to meet the current and future needs of the command. Continually reviews the methods of operation, functional requirements, and the mission and function of supported activities and recommends required modifications. Develops and maintains standard personnel skill requirements, performance standards, and enterprise level career development and talent management tools. Performs other duties as assigned.

  • Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Tier 1 background investigation.

Qualifications

QUALIFICATION REQUIREMENTS: One-year specialized experience directly related to the duties described above. Equivalent combinations of education and experience may be substituted for specialized experience that demonstrates the knowledge, skills, and abilities necessary to do the work. In addition, knowledge of principles, concepts, and methodologies required to perform various analytical techniques. Ability to analyze staffing operations to prepare reports and provide replies to inquiries. Strong written and oral communication skills, including comprehensive knowledge of and demonstrated ability with standard office software programs such as databases, spreadsheets, word processors, graphics, etc. Highly Preferred Qualification: In-depth knowledge and experience of personnel action processes and programs, EmPres, DCPDS, AutoNoA or other equivalent systems. Advanced knowledge and experience of Blueforce E-pay system and NAF Payroll processes or other equivalent systems. Experience in maintaining Information Management Employee Tracking System (IMETS) or other equivalent systems.
