This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position serves as senior budget analyst for U.S. Army Special Operations Command with responsibility for budget formulation, presentation, and execution.
Duties
Receive obligation authority, allocates funds and notifies operating officials.
Develop local budget policy, procedures, budget formulation assumptions, formats and schedules for development of various budget submissions and obligation and expenditure plans.
Conduct financial management orientation for newly assigned managers, - advises the supervisor of workload imbalances, and makes recommendations for improved workload distribution.
Perform in-depth rigorous analysis and provides management with financial information from accounting systems on mission execution and compliance with Command performance indicators.
Requirements
- This position requires the incumbent to obtain and maintain a Top Secret security clearance.
- This is a drug testing designated position.
- This position requires the incumbent to maintain a Financial Management Level 2 Certification.
- This position requires the employee to occasionally travel from the normal duty station.
- The employee may be required to work overtime.

Specialized Experience: One year of specialized experience which includes analyzing budget trends, reconciling budget execution, and developing workload projections; analyzing the formulation of budget estimates; recommending proper source of funds and impact on each program; and interpreting higher level policy, guidance, and regulations for implementation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
