The primary purpose of this position is to serve as National Security Program Specialist, AFOSI National Security Detachment 818 (NSD 818). Plans, implements, and manages programs and processes supporting national security operations and investigations executed by NSD 818 with interagency and international partners. Duties

Plans, implements, and manages programs and processes supporting large-scale, multi-agency national security operations. Independently liaisons with internal, external-agency, and international partners to support national security operations via resourcing. Serves as unit's resource and E-Funds manager. Responsible for managing the unit's operations and maintenance (O&M) funds budge including validating and prioritizing the unit's funding requirements. Serves as unit's primary weapons and ammunition manager. Manages and executes the unit's weapons and ammunition program in accordance with all applicable policies and regulations. Serves as unit's primary evidence custodian and evidence program manager. Manages unit's evidence program in accordance with applicable policies, regulations, and laws. Performs administrative duties for computer systems and Local Area Network (LAN).

  • This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware, particularly regarding investigative topics associated with prominent figures and/or businesses.
  • This work requires the incumbent to drive a motor vehicle. An appropriate, valid driver’s license is required.
  • May be occasionally required to travel away from normal duty station on military or commercial aircraft to accomplish duties.
  • May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.
  • Incumbent will need to be able to obtain Security Plus Certification (or similar certificate per 8570) within 6 months of gaining employment.
  • Ability to obtain 8570 information assurance manager (IAM) baseline certification.
  • Evidence custodian work often requires the incumbent to handle evidence involving sometimes hazardous materials and highly sensitive or classified information.
  • AFOSI funds management is a particularly sensitive program as funds are closely monitored and used for authorized expenses supporting sensitive AFOSI mission areas. (cont'd)

Qualifications

Conditions of Employment Incumbent must work under pressure in a relationship-based, multi-agency, and sometimes international environment. Emotional stability, tact, and maturity are necessary to cope with unusual and stressful situations. Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96. Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition. A pre-employment physical examination will be required. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for General Inspection Investigation Enforcement and Compliance Series, 1801. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of the concepts, principles, regulations, and laws governing federal law enforcement and national security disciplines. A high degree of knowledge of the disciplines of international relations, economics, and national security policy underpins the incumbent's ability to successfully accomplish the position's responsibilities in a multi-agency, international environment. Expert knowledge of the principles of developing and maintaining relationships with interagency and international partners to develop processes and programs to support and coordinate complex investigative and operational national security activities with such partners. Expert knowledge of methods to collect, codify, and analyze large datasets to independently identify problems and implement plans and solutions to support large-scale, interagency investigations and operations. Ability to design and manage basic databases to support administrative, operational, and investigative decision making in an interagency environment. Knowledge of the structure of Department of Defense (DOD), United States (U.S.) Intelligence Community (USIC), and Department of the Air Force (DAF) polices, regulations, and strategies regarding the resourcing of units executing the national security mission, particularly regarding funding cycles, requirement development, and funding management. Knowledge of a body of budget and financial management regulations, processes, and policies related to Air Force Office of Special Investigations (AFOSI), Department of the Air Force (DAF), DOD, and USIC funding activities. Expert knowledge of the principles of critical thinking and the ability to independently apply critical thinking principles to daily work. Knowledge of basic information security and classification management programs to safely handle sensitive and classified information. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and understand of concepts, principles, laws, and regulations pertaining to developing, and maintain complex, multi-level, interagency relationships to coordinate activities supporting federal or national security operations and investigations. Skill in gathering disparate datasets and conducting independent analysis to develop innovative solutions to initiate, support, or advise on large-scale, multi-agency projects. Skill in applying tact, diplomacy, and discretion during highly complex circumstances to negotiate resourcing and support solutions with internal and external agency partners supporting large-scale, multi-agency projects. Skill in applying strict attention to detail in oral and written communication, in report preparation, leading projects, and providing presentation to key leaders. Ability to interpret complex laws, policies, and regulations to develop, implement, manage, and assess the effectiveness of programs and processes to achieve a given program's goals. Ability to understand basic principles, methods, and processes associated with maintaining and administering information systems, basic databases, and computer networks. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
