Duties
Incumbent performs comprehensive budgeting oversight for assigned clinic(s).
Independently monitors supply expenditures, and advises the Commander on personnel, contract, supply and temporary duty travel.
Overseas Information Management staff responsible for the administration of automation issues.
Guides prioritization of automation purchases, equipment installation/maintenance, problem resolution and user training.
Incumbent directs personnel actions within the headquarters and provides general program direction to subordinate clinics on hiring, orientation, workload management, counseling, rating or other management actions.
Performs special projects at the direction of the commander, which have region wide implications and involve long-range management or monitoring.
Participates in regular meetings with management to address administrative issues, resolve problems, and provide recommendations for correcting or improving the program.
Analyzes practices and recommends improvements in all areas of deficiency and implements, solutions with approval of the Commander.
Assists the Commander respond to taskers and formal inquires and prepare for surveys and inspections. Monitors compliance with environmental, safety, and fire codes, regulations, and statutes establishes control procedures to insure compliance.
Exercises supervisory responsibility for professional, administrative and support staff.
Ensures that management polices and procedures are adhered to.
Plans and assigns work, sets priorities, advises employees on program goals and objectives, and makes decisions on work problems presented by subordinate employees.

Specialized Experience: One year of specialized experience which includes performing any two or more of the following: Managing personnel, planning and project management, overseeing financial management, automation management, facility oversight and clinical services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
