The primary purpose of this position is: To perform as an Information Assurance (IA) and Certification and Accreditation (C&A) Specialist at the Major Command (MAJCOM) level. Develops appropriate documentation required for the Federal Information Security Modernization Act (FISMA) reporting.
Duties
Serves as the Information Technology (IT) Certification and Accreditation (C&A) Specialist/Manager for the ANG
Develops and maintains required programs to support the needs of the user. Works to achieve and support quality improvement in all C&A products and services and takes a proactive approach in providing customer assistance.
Performs required testing, troubleshoots, and corrects system and applications software discrepancies.
Leads and participates in discussions, meetings, committees, or special projects and presents briefings and prepares recommendations and reports.

- Information Assurance Certification is a condition of employment. This position includes information awareness (IA) work as a paramount duty requirement.
- Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of the six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.

Qualifications

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes skill in applying systems analysis concepts and methods; customer business requirements; applications software design concepts and methods; customer support principles, concepts, and methods; and analytical reasoning sufficient to: develop technical requirements for new or modified applications; analyze and determine optimal hardware and software configurations; provide technical guidance in the design, coding, testing, and debugging process; assist customers in installing applications; troubleshoot port-installation problems; and coordinate the technical support of deployed applications.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
In depth knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design, write, test, debug, and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment.
Knowledge of IT system application software and systems development life cycles, including systems documentation, system requirements and techniques, design development, configuration management, cost benefit analysis, systems analysis, unprecedented design methodologies, data administration, systems integration, and testing.
Knowledge of IT management information systems and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations.
Knowledge of IT management information systems requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.
Ability to gather facts and use analytical and evaluative methods to assess requirements; apply CASE tools to design and development processes; deviate from traditional methods; and solve a variety of complex or intricate computer software problems. Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
Ability to apply the Certification and Accreditation process for systems and enclaves, evaluate and validate system designs and documentation for accuracy and compliance to ensure accreditation packages meet security requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
