This position will serve as a supervisor, planning, directing, organizing, and exercising control over employees. Serves as a Manager with the responsibility for directing, controlling, monitoring, integrating and maintaining IT activities involved in the lifecycle and sustainment capabilities as well as consultant to management for policies, plans and enterprise architectures.

Duties

Plans, organizes, and directs the activities of the branch, ensuring that the organization complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents the 744 CS with a variety of installation and functional area organizations. Serves as a Program Manager (PM) and senior program IT Specialist. Serves as the focal point for planning, management, and coordination of the IT lifecycle of assigned IT projects.

  • Recall to duty may be a requirement of this position.
  • IA Certification is a condition of employment. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months. of assignment of these duties.
  • A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal of this position.
  • PCS is authorized. Position is Centrally Managed; DNRP is authorized
  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes experience in agency and command level IT policy, planning, enterprise and architectural principles, concepts, methods, standards and practices sufficient to interpret policies, procedures, and strategies governing the planning and delivery of IT services throughout the installation, providing expert technical advice, guidance, and recommendation to management and other technical specialist on critical IT issues. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas 1. Knowledge of agency and command level IT policy, planning, enterprise and architectural principles, concepts, methods, standards and practices sufficient to interpret policies, procedures, and strategies governing the planning and delivery of IT services throughout the installation; providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. 4. Ability to communicate effectively, both orally and in writing. 5. Knowledge of advanced IT principles, concepts, methods, standards and practices sufficient to accomplish assignments such as: developing and interpreting policies, procedures, and strategies governing the planning and delivery of services throughout the agency; providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; applying new developments to previously unsolvable problems; and making decisions or recommendations that significantly influence important agency IT policies or programs. 6. Comprehensive knowledge of interrelationships of multiple IT disciplines and specialties, the agency's IT architectures, and new IT developments and applications to include business requirements of customer organizations; systems development principles and approaches; information systems security principles and concepts; applications software design concepts and methods; network management methods; customer support principles, methods, and practices; and project management methods. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
