The primary purpose of this position is: To serve as a senior project manager Enterprise IT modernization and sustainment activities responsible for initiating, planning, implementing, monitoring and controlling schedules, contracts, financial obligations, and technical aspects of various IT projects.
Duties
Serves as an Information Technology Specialist responsible for Project Management.
Manages a project or several projects for IT services, equipment, products, supplies or other items.
Serves as an IT project manager to analyze assigned projects, participates in strategic planning activities, and reports project progress to the NGB A2/3/6/10 leadership.
Represents the organization at meetings and conferences, presents briefings and establishes/maintains effective work relationships at various command levels.

- The employee will be required to complete the Cyberspace Operations Fundamentals Course (COFC) and Cyber 200 course.
Qualifications

Experience: Applicants must have Attention to Detail, Customer Service, Oral Communication, Problem Solving AND I have at least one (1) year of specialized experience at the next lower grade GS-12 or equivalent in other pay systems. Examples of specialized experience includes: Application of project management principles processes and procedures using such best practices as the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) standards; Serving as a project manager to work through the project management processes to initiate, plan, execute, monitor, control and close projects; project planning and development of planning artifacts; Developing, managing and implementing project plans (such as communications management plan, stakeholder management plan, scope management plan, time management plan, work breakdown structure, risk plan, budget plan and procurement plan).
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of Project Management, Cyber Surety, and IT principles, concepts, and methods.
2. Knowledge of the agency policy and planning formulation process along with agency missions, IT architecture and IT management and planning objectives:
3. Knowledge of federal and Service budgetary processes, cost-benefit analysis and business case analysis methods needed to prepare persuasive budget recommendations in support of IT requirements.
4. Knowledge of system architecture, integration techniques, and testing methods used to ensure delivered product or service fulfills agency and customer expectations.
5. Knowledge of the principles, methods, and tools of project management, schedule control, risk management and quality assurance used to ensure a product or service fulfills functional specifications and standards.
6. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.
7. Ability to maintain an up-to-date awareness of technological advances and predict how they create vulnerabilities and how management can use technologies to meet future requirement performance specifications.
8. Ability to effectively and efficiently use AF standard software including MS Office suite of products (including Outlook, Edge/Explorer, Skype/Lyne, Word, Excel, Access, PowerPoint, Project, Visio, and SharePoint)
9. Ability to apply attention to detail and translate subject area knowledge to work products and to reviews of incoming documentation received in response to project work or action officer (AO) work.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
