The primary purpose of this position is to serve as the Air National Guard's Division Chief for the Chief Information Officer (CIO) Division and perform duties as the ANG Chief Technical Officer (CTO) and Chief Data Officer (CDO).
Duties
Serves as ANG expert technical authority and senior civilian consultant for Information Technology (IT), Cyberspace Communications-computer systems, and Data Management.
Advisor for Information Systems and Network security initiatives, and other initiatives related to Information Assurance (IA)/Cyber Security and Authorization and Accreditation (A&A).
Brings significant savings and return on investment to the ANG through portfolio management and the transformation of cyberspace IT portfolio applications.
Develops strategies to enable "as a service" infrastructure architectures across the ANG and the development/enforcement of data standards by serving as the senior official responsible for Air National Guard data architectures.
Exercises supervisory personnel management responsibilities.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Must be able to obtain and maintain DOD 8570.01, Information Assurance Management (1AM) Level II certification. Information Assurance Certification is a CoE. Position includes information assurance (IA) work as a paramount duty requirement.
- Per DoD 8570.01-M. the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
- Failure to receive the proper IA certification may result in removal from this position.
- Requires short and extended periods of TDY within United States. Requires travel by any or all modes of military and/or commercial transportation.
- Must be able to obtain and maintain a Top Secret Clearance.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Employee may be required to work overtime.

EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade GS-13 or equivalent in other pay systems. Examples of specialized experience includes: Applying communications and data management policy requirements to function as a technical authority in assignments requiring the application of new theories, concepts, and developments to communications-computer problems not susceptible to treatment by accepted methods technology, or procedures; utilizing communications-computer systems to plan emerging technology systems projects and to lead task forces for resolving critical problems in existing systems, which require innovative solutions in many aspects of the project; implementing communications-computer, information technology, and data management concepts/principles/techniques in the development of policies, plans, requirements, and procedures; and planning, organizing, and directing the functions and staff of a small-sized organization.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery knowledge of communications-computer, information technology, and data management concepts, principles, techniques, etc. to develop policy, plans, requirements and procedures, etc.
Knowledge of current and new communications-computer systems and data, design operations and configuration, and service-oriented architecture procedures and methodology both in Government and industry.
Knowledge of hardware operating configurations, as a service architecture and data management policies and procedures are essential.
Knowledge of life cycle process for systems and on trends in present and emerging communications-computer systems and information technology.
Skill and ability to speak and write effectively, highly complex technical, and possibly sensitive issues and statements prepared for senior military, government, and private sector management officials. Ability to give briefings, chair meetings, lead task forces, and prepare reports at the General Officer/SES level in the Air Force and Joint arena.
Expert knowledge of communications-computer systems and data architectures, integration, and interoperability; Knowledge of the Financial Plan and POM processes.
Knowledge of safety regulations, practices, and procedures; Extensive knowledge off NGB/ANG/AF staffing procedures, guidelines, and instructions; Ability to plan, organize, and direct the functions and staff of a small-sized organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
