The primary purpose of this position is to serve as a Firefighter assigned to a crew engaged in airfield, structural firefighting, crash-rescue, and Hazardous Materials (HAZMAT) Technician, to drive and operate firefighting vehicles of significant complexity, and to respond to the presence or potential releases of hazardous materials for the purpose of stopping or controlling the release.

Duties

Perform hazard and risk assessment and conduct a complete incident analysis. Predict the potential harm to people and the environment. Collaborate on post incident debriefings and critiques. Prepare incident reports and documentation. Operate pumps, foam generators, boom and groundsweep nozzles, and other similar equipment. Determine proper pressures, the number of lines, and relays requirements to the booster pumper. Perform crash-rescue and firefighting duties involving air traffic or support operations where hazardous conditions are such that the expectancy for fire is high and potential for becoming destructive is great. As a crew member, participate in controlling and extinguishing fires by operating hoses, ladders, and hydrants. Participate in regular training and exercises as required.

  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Individual Occupational Requirements for Fire Protection and Prevention series, 0081. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-6 level (or other equivalent pay systems) in federal service which equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; performing rescue operations; performing detection, reduction or elimination of potential fire hazards; operating of fire communications equipment; controlling hazardous materials incidents and/or developing, implementing, or providing training in fire protection and prevention. In addition to meeting the above qualification requirements, all applicants must possess the following nationally recognized firefighter certificates before the entrance on duty date: Airport Firefighter (includes Firefighter I, II) HAZMAT Awareness HAZMAT Operations HAZMAT Technician Apparatus Driver Operator - Pumper Apparatus Driver Operator - Aircraft Rescue and Firefighting (ARFF) *All applicants will have up to 52 weeks from date of hire to obtain the below nationally recognized firefighter certificates: Apparatus Driver Operator- Aerial* Apparatus Driver Operator- Mobile Water Supply (MWS)* NOTE: Failure to accomplish the certifications will result in termination from employment. To view additional qualifying information, click on the following link: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0000/fire-protection-and-prevention-series-0081/ KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge to drive and operate firefighting vehicles of significant complexity, and the principles of hydraulics as they pertain to waterflow, water pressure, water levels, line (friction) losses, etc. Knowledge of basic and specialized airfield and structural firefighting equipment (fire alarm system operation, fire extinguishing equipment operation, etc.), techniques, and procedures; and of basic and specialized building design, construction, and occupancy. Knowledge of hazardous materials emergency response procedures, equipment, identification, and mitigation actions. Knowledge of emergency first aid techniques; and of safety requirements as outlined in applicable safety standards, regulations, and/or technical orders. Skill in operating communications equipment. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS: Employee must participate in a mandatory physical fitness program. Must be able to pass pre-appointment physical and subsequent annual medical examination IAW NEPA 1582; Standard on Comprehensive Occupational Medical Program for Fire Departments to determine fitness for continued performance of the duties of the position. This is a Testing Designated Position. The employee is subject to random drug testing (IAW HQ-USAF letter dated 29 Jan 90). This position is designated by the Air Force as a Testing Designated Position (TDP) under the Air Force civilian drug-testing program. As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing. The selectee must sign statements acknowledging the position is identified as a TDP. Employee must maintain Emergency Medical Responder (EMR) and CPR/AED certifications as condition of employment. Based on mission requirements as determined by the AF EMS Work Group this position may be required to hold a National Registry Emergency Medical Technician (NREMT) and/or state certification. If the EMT level mission is required and the incumbent does not currently hold EMT, the employee must complete the designated NREMT/State certification within one year. Employee must sustain National Wildfire Coordinating Group (NWCG) Wildland Red Card requirements to include annual work capacity test as a condition of employment. If the incumbent does not currently hold the Wildland Fire (WLF) Red Card, they most complete all academic and work capacity test requirements within six months as condition of employment.
