The primary purpose of this position is to serve as the Deputy Fire Chief to fully share with the Fire Chief the overall management and control of the Fire Protection Flight through two or more Assistant Fire Chiefs in charge of operations, training, and technical services. Assumes full responsibility for the Fire Protection Flight during the absence of the Fire Chief.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the occupational requirements IOR for the GS Fire Protections and Prevention Series 0081.
SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which demonstrates the particular knowledge, skills and abilities to successfully perform the duties of the positions: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and/or (6) developing, implementing, or providing training in fire protection and prevention.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the theory, principles, methods, techniques, and practices of fire fighting, rescue operations, and other emergency procedures.
Knowledge of basic and specialized firefighting equipment (fire department communication equipment, fire extinguishing equipment operation, etc.), techniques, and procedures.
Knowledge of the theory, principles, methods, techniques, and practices of structural and airfield firefighting, fire prevention, hazardous materials, emergency medical services, and operation of firefighting equipment and vehicles.
Ability to implement firefighting/emergency response plans, as well as manage and direct fire suppression personnel and equipment under stressful and dangerous conditions.
Ability to plan, organize, direct functions, and to mentor, motivate, appraise, and supervise the staff of an organization.
Ability to communicate effectively, both orally and in writing.
Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Applicants must list their current firefighter related licenses and certificates on their resumes. Please attach copies of certifications when you submit the resume to verify qualification requirements for the position. Certification requirements for this position are: Employee is required to be certified by the DoD Firefighter Certification System as Fire Officer III (includes Fire Officer I, II), Fire Instructor II (includes Fire Instructor I), Fire Inspector II (includes Fire Inspector I), HAZMAT Incident Commander (includes Hazmat Awareness, Hazmat Operations), and Airport Fire Fighter (includes Firefighter I, II). The Fire Chief may appoint the incumbent to serve on the following teams; Emergency Operations Center (EOC), Wing Inspection Team (WIT) and/or Response Task Force (RTF). Upon assignment to one of these teams all training requirements will be completed within the timeframe as required by the Fire Chief. The incumbent of this position must have completed the following Federal Emergency Management Agency (FEMA) Courses: Incident Command System 300 and 400. The incumbent of this position must maintain Emergency Medical Responder (EMR) or higher and CPR certifications. If the incumbent does not currently hold the EMR or higher and CPR certifications they must complete within six months of hiring. The incumbent of this position must sustain NWCG Wild Land Red Card requirements to include annual work capacity test. If the incumbent does not currently hold the WLF Red Card, they must complete all academic and work capacity requirements within six months.
FF Certs Obtained After EOD: The incumbent must successfully complete the requirements under the Air Force Fire Emergency Services Credentialing (FESCRE) Programs Incident Commander within 365 days of hiring.

Position covered as secondary under the CSRS special retirement provisions for Federal firefighters [5 U.S.C. 8331(21), 5 U.S.C. 8336(c), and 5 CFR 831.902].
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
