The primary purpose of this position is to serve as an Assistant Chief for Training (Special Operations/Confined Space/Hazardous Materials) responsible for developing and managing a comprehensive training program of a sufficient magnitude for special operations of the base Fire Protection Flight (Approx. 160 Firefighters).

In addition, the position is responsible for additional training for personnel from Kirtland AFB organizations (Per AFI 10-2501) and Sandia Labs Emergency Response Team. Special Operations is defined as but not limited to: Nuclear Surety Program to support Prime Nuclear Airlift Force (PNAF) mission operations, Confined Space, Emergency Response to HAZMAT/WMD and Terrorism incidents, High Angle Rescue and Wildland Firefighting. Incumbent will provide and oversee training and certify firefighting personnel in all levels of identified areas to include Hazardous Materials (HAZMAT) Levels 1, 2, 3, and 5 and other DoD Emergency Fire Services certifications. Incumbent will be responsible for developing and managing a comprehensive training program of a sufficient magnitude for all functional areas of the base Fire Protection Flight. Incumbent will serve as Hazardous Materials (HAZMAT) officer for Kirtland AFB providing supervision, guidance and training regarding all aspects of HAZMAT control for the base. Incumbent will provide support in various fire suppression/rescue operations and logistical functions. Provides support or acts as incident hazmat officer during emergency incidents.
Duties:
As the Assistant Chief of Training, plans, develops, implements, reviews, and evaluates the comprehensive fire prevention training, safety, and hazardous materials handling programs at the installation.
Prepares monthly, quarterly, semiannual, and annual training schedules for approval.
Conducts recurring proficiency training in each functional area of fire protection.
As the Assistant Chief of Training - Special Operations, may be required to fill in for absent Assistant Chief of Operations during scheduled annual or sick leave, or at anytime the situation requires or takes charge of firefighting activities at the scene in the absence of the Assistant Chief of Operations.

- Employee must maintain a current Emergency First Responder certification, proper certification to ensure compliance with all federal requirements involving On Scene and Incident Commander,
- Fire Safety Officer, Fire Command Staff, Hazardous Materials Teams, Confined Space Rescue, and Infectious Disease Control.
- Required to maintain all safety equipment and wear a serviceable uniform as prescribed by applicable directives.
- Employee is required to work under adverse environmental conditions and falls under the respiratory protection program and hearing conservation program. Employee must also have the ability to discern colors, contrast, and depth.
- This is a “key” position required to meet wartime requirements.
- As incumbent who is subject to military recall will be removed from military recall status unless the position can be filled in time to meet mission needs after mobilization has begun.
- Incumbent of a CONUS position that cannot be vacated during war on national emergency without seriously impairing the mission; such employees have unique, or scarce managerial or technical skills required by the wartime mission.
- In the event of real fire/disasters or a national emergency, incumbent will be required to perform duties essential to accomplish the assigned mission.
- The employee is required to work rotating shifts for a 60-hour week, for 9 days and one 24 hour shift. Shifts include weekends, evenings, and holidays.
- May be required to participate in on-scene firefighting duties during emergencies, low-manning periods, or during stand-by hours.
- These duties require heavy lifting and physical exertion. Employee must participate in a mandatory physical fitness program.
- This position is designated by the Air Force as Testing Designated Position (TDP) under the Air Force civilian drug-testing program.
- As a mandatory requirement for employment in this TDP, the incumbent is to (a) refrain from the use of illegal drugs and (b) if required, submit to urinalysis testing.
- The selectee must sign statements acknowledging the position is identified as a TDP.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the individual Occupational Requirements (IOR) for the GS Fire Protections and Prevention Series 0081.
SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-10 grade level in the Federal service which demonstrates the particular knowledge, skills and abilities to successfully perform the duties of the positions: knowledge of occupational safety and health management systems. Principles, techniques, laws, codes, and standards applicable to the fire service; occupational health and safety hazards related to non-emergency operations; current health maintenance and physical fitness issues that affect fire service members. (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; (5) controlling hazardous materials incidents; and/or (6) developing, implementing, or providing training in fire protection and prevention.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the principles, concepts, methodology, and recognized standards covering fire protection and prevention techniques and procedures; agency and installation manuals, rules, and regulations; and federal, state, and local fire protection/prevention ordinances and building codes.
Knowledge of the theory of fire propagation and progression and the application of accepted techniques and principles to reduce or eliminate hazards in a specialized environment with a high fire expectancy and potential for severity.
Knowledge of the principles, practices, and techniques of fire protection and prevention proficiency training.
Ability to prepare and present appropriate fire protection/prevention material for training purposes.
Ability to plan, organize, and direct functions and to mentor, motivates, and apprises the staff of an organization.
Ability to communicate effectively, both orally and in writing.
Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level.
