You will serve as a TRAINING SPECIALIST in the RESOURCE MANAGMENT BRANCH; EMPLOYEE DEVELOPMENT & QUALITY DIVISION of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will coordinate the development of training and implementation of software that increase the quality, productivity and the cost effectiveness of training program overall. You will make frequent adjustments to operating procedures and methods for instructors to integrate new changes in technology. You will provide guidance to instructors regarding the construction of tests. You will consult with personnel to determine the training aids needed for use in the classroom. You will maintain surveillance and serve as an advisor over the assigned specialty area.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience serving as a consultant or advisor to program administrators and training personnel. Experience working with computer hardware and software related to training administration, design, delivery and evaluation. Experience applying the principles, methods, practices, and techniques related to the field of education and training. Experience recognizing problem areas in order to develop correction actions or improvements. For the GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience researching source information in order to produce or revise original material to incorporate different developments, approaches or different fields of knowledge with educational technology. Experience with computer hardware and software related to training administration, design, delivery and evaluation. Experience working with the principles, methods, practices, and techniques related to the field of education and training. Experience assisting with developing corrective actions for improvement. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree with a major study in education or a subject area related to the position to be filled.
OR
Successful completion of three full years of progressively higher level graduate education leading to a such a degree
OR
Possession of an LL.M. that is related to this position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience

For the GS-09:
Successful completion of a master's or equivalent graduate degree with a major study in education or a subject area related to the position to be filled.
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
