Duties

You will serve as a representative on the committees that formulate DoD wide Government Wide Commercial Purchase Card Program Policy. You will be responsible for the local direction, implementation, oversight and administration of the program to ensure compliance with Department of Defense (DOD) and DON policies and procedures. You will interpret and ensure all regulatory and administrative guidelines and policies have been met for individual and corporate GCPC accounts as well as the MCINCR-RCO corporate account. You will develop, plan, and conduct GCPC training for new cardholders, existing cardholders, and AO’s in an individual and group setting. You will approve the issuance of cards and spending limits, and performs overall account maintenance to ensure AO and cardholder profiles are appropriate for the local mission.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, coordinating and managing the Government Purchase Card Program (GCPC); ensuring regulatory compliance with federal laws and regulations; providing technical guidance regarding contracting procedures; AND analyzing policy and procedural problems. GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: assisting with planning, coordinating and managing the Government Purchase Card Program (GCPC); ensuring regulatory compliance with federal laws and regulations; providing technical guidance regarding contracting procedures; AND analyzing policy and procedural problems. Education

Applicants may substitute education for experience in the following situations:

FOR THE GS-07:
One full academic year of graduate education, law school
OR
Superior Academic Achievement (SAA) through the following method (only one). No more than 10% of academic credit can be based on pass/fail or similar non-traditional grading systems. 2.95 GPA overall or higher or in last 2 years (= or less than 10% Pass/Fail) 3.45 GPA or higher in major or in last 2 years in major (= or less than 10% Pass/Fail) Upper 1/3 ranking in graduating class (You must submit proof with your application)

National Scholastic Honor Society. Membership in a freshman honor society cannot be used to meet the requirements of this provision. (You must submit proof with your application)

FOR THE GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
Possession of an LL.B. or J.D. that is related to this position being filled.
