This position is located at the Hampton VA Medical Center, Hampton, VA, within the Mid-Atlantic Health Care Network (VISN 6) Dental Service. The purpose of this position is directing and coordinating the administrative, operational, and planning activities of the Service.

Duties

Duties include, but may not be limited to the following: Assists managers and staff in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals and drafting disciplinary and adverse actions, special leave requests, performance and incentive awards and other employee and labor 2 relations issues within the Service. Discusses, investigates and responds to employee grievances and dissatisfactions in order to resolve conflicts. Represents management at labor/management meetings, provides information and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement. Reviews, analyzes and interprets incoming/outgoing correspondence for determination of accuracy of information, proper composition, proper format, and whether such correspondence conforms to current VA policies, instructions, regulations. Manages and coordinates all administrative aspects of the Service. Developing both long and short-range policies and plans for the organization by coordinating the medical administration needs of the organization(s) for which accountable. Administers space and equipment programs. Establishes HR/Equipment/Space and is designated by the Chief as the responsible official for all property assigned to the PM&R Service. Reviews orders to verify their need and ensures that each section receives the appropriate share of funds available. Serves on Committees as appointed representing Dental and, in this capacity, presents concepts and recommendations in an impartial manner. Reviews, analyzes and interprets incoming requests for administrative information, preparing and 'delivering appropriate response to each request. Interpreting administrative policies, budget formulation, developing and implementing local policies defining administrative requirements, and/or providing advice to top management on related issues. Responsible for developing with the assistance of the staff the documentation that is needed to support the organization's short and long term Business Planning needs. Responsible for assuring that all information for mid-term and final Business Plans Hearings is developed to include an analysis of strengths, weaknesses, opportunities, and challenges along with action plans to address each. Actively involved in clinic management processes, including, but not limited to interpreting clinical needs, computerized clinic set up, clinic modifications, Clinical staffing arrangements, monitoring and ensuring encounter form completion, consult management processes, discharge summary/operative note completion, and associated plans for addressing all matters relating to clinic issues. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: SPECIALIZED EXPERIENCE GS-11: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. For the GS-11grade level, you must demonstrate a level of competence equivalent to the GS-9 grade level. Examples of specialized experience would typically include, but are not limited to: Creating reports, coordinating and scheduling meetings, and using a personal computer and office automation programs to organize data (such as word processing, spreadsheets, etc.); preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions; developing, interpreting, and implementing rules, regulations, policies, and procedures; monitoring programs; analyzing problem areas; consulting and advising management. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and successfully completed higher level graduate level education to meet this requirement. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
