The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Hampton VA Medical Center (VAMC), Virginia, under the Office of Community Care (OCC). Reports directly to the Chief-Office of Community Care and serves as the Administrative Officer (AO), providing administrative support to the Community Care program, directing and coordinating the administrative, operational, and planning activities.

Duties

Duties include but are not limited to: Coordinates activities, performs analytical trending and evaluative work associated with OCC such as consults, authorizations, payments, scheduling, VSSC, Community Care contract. Incumbent ensures that all contracts are developed, maintained and implemented in accordance with Department of VA mission, regulation, and directives in addition to Hampton VAMC policies. Administers space and equipment programs. Establishes HR/Equipment/Space Policy for the unique and/or complex Service Line. Reviews outgoing correspondence under the supervision of the Chief for determination of accuracy of information, proper composition, proper format, and whether such correspondence conforms to current VA polices, instructions and regulations, as well as the viewpoint of the Chief. Manages and coordinates all administrative aspects of the Service. Responsible for developing both long and short-range policies and plans for the organization by coordinating the medical administration needs of the organization(s) for which accountable. Provides formularized planning direction, and responsible for the development and implementation of policies and procedures for the Service. Develops the need for and maintains an awareness of available resources, and makes recommendations regarding needs, distribution or redistribution of these resources. Also charged with the responsibility of operating within the authorized budget, to include funding associated with VISN or national VHA initiatives. Assembles and compiles budget information and maintains running account of funds allocated and expended in all sub accounts and makes interim adjustments where necessary by applying the basic knowledge ·and understanding of budgetary policies, procedures and regulations. Develops monthly and quarterly cost ceilings while maintaining running control of funds to ensure that accounts are within authorized levels. Discusses, investigates and responds to associated employee grievances and dissatisfactions in order to resolve conflicts. represents management at labor management meetings, provides information, and resolves conflicts and/or problems that may arise and assures management officials are familiar with the negotiated agreement. Listens to problems and concerns of OCC. Reviews, analyzes and interprets incoming requests; recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities. Leads in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management. Participates in all site inspections where the Service is involved. Provides for full administration of reporting , evaluation, and Non-VA Coordinated Care requirements associated with the Accreditation of the organization and establishes procedures to meet unusual or unique standards. Incumbent is fully aware of quality assurance aspects. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: 8am-4:30pm (Monday thru Friday) Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/19/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 or GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: information management, resource and operational management, clinical practice management, administrative process and policy expertise, fiscal management. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have for a GS-9, master's or equivalent degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related; for a GS-11, Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond high school. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some physical effort may be required, in regard to activities such as meeting setup, health fair venues and management of the equipment inventory list.
