The position has responsibility for directing and coordinating the administrative, operational, and planning activities for Pharmacy at the VAMC, Virginia Beach Community Based Outpatient Clinic (CBOC), Chesapeake CBOC, and Elizabeth City CBOC. The Administrative Officer reports directly to the Chief of the Pharmacy Service.

Duties

Program Management Review: Maintains responsibility for the coordination of the Service's Quality Improvement Programs, which involves ensuring that the requirements of VA Central Office (VACO), Joint Commission (JC), Office of Inspector General (OIG), and the American Society if Health System Pharmacists (ASHP) Residency Program Accreditation are met. Provides input and recommendations about a wide variety of management decision making activities. Organizes the Focused Professional Practice Evaluation (FPPE) and Ongoing Professional Practice Evaluation (OPPE) programs for providers within the Pharmacy Service. Coordinates information and participates in annual management reviews, management briefings, and personnel management reviews for the Service. Gathers quarterly metrics and clinical utilization performance for all pharmacists and residents and ensures each meets the pharmacy credentialing ad licensure requirements. Compiles and interprets collected documentation and provides this to the professional standards board and provider credentialing office. Assists with the development of long and short-term internal policies, standards, goals, plans, and objectives. Provides support and workload data to the Chief of Pharmacy Service to assist with resource allocation, team productivity and efficiency determinations, and budgetary formulation. Provides and coordinates training and guidance regarding the implantation and use of applicable computer systems, such as the Veterans Integrated Systems Technology Architecture (VISTA), the Computerized Patient Record System (CPRS), and other related/ integrated computer applications. Maintains responsibility for developing and maintaining Pharmacy Service computerized information / data and for providing data outputs and interpretations to the appropriate staff members. Fiscal Management Duties: Prepares Pharmacy Service budget projections based upon: studies past expenditures, knowledge of team requirements, an understanding of the changes which have occurred in the workload, and future goals. Works closely with section supervisors in assessing, forecasting , and determining their specific needs. Records and organizes documents related to expenditures to provide accurate and timely data concerning the availability of funds. Coordinates the management of the fund control points assigned to the Pharmacy Service, approving expenditures and reporting on the fiscal status of the service. Equipment Accountability & Space Utilization / Management Duties Maintains responsibility for the property assigned to the Pharmacy Service, ensuring that the necessary equipment is included in the preventative maintenance program. Conducts inventories of the Consolidated Memorandum of Receipts. Ascertains and analyzes equipment needs in conjunction with program coordinators, prioritizing equipment needs. Personnel Management Duties Maintains responsibility for personnel administration with in Pharmacy Service, preparing requests for replacement/ new personnel and submitting changes in program requirements to the Resource Management Committee. Acts as a reviewing authority in coordination with the Human Resources Management Service (HRMS) on personnel related matters (i.e. disciplinary actions, responses to appeals and grievances, etc.). Provides administrative supervision to clerical and technical support personnel. Attends hearings with Regional Counsel, Special Counsel, EEO Investigators, the Office of Inspector General (OIG), and others in resolving personnel related problems and in taking personnel actions. Other Miscellaneous Duties Attends meetings as the alternate/ designee for the Chief and Associate Chief of Pharmacy Service to ensure continuity, obtaining information and providing feedback. When appropriate, arranges for representation by interdisciplinary staff members at important administrative meetings, committees, and functions by determining the nature and scope of the event versus functional team needs. Attends staff meetings and section meetings while maintaining huddle boards and provides guidance and advice concerning administrative matters pertaining to the Pharmacy Service. Performs other duties as assigned. Work Schedule: 7:30a - 4pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/06/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge and understanding of management principles, practices, methods and techniques of Pharmacy programs and policies. Knowledge of budgetary policies, procedures, and regulations Knowledge of Personnel and Human Resources related to laws, regulations, policies, and procedures. Knowledge of Federal and VA contracting laws, regulations, policies, and procedures. Knowledge of credentialing and licensing processes related to administrative assignments. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. (transcripts required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education (beyond the first two graduate years or 36 semester hours) and specialized experience to meet the total experience requirements. Preferred Experience: Education: Bachelors Degree (Healthcare Administration, Business, or applicable field0, Master's Level trained ( MHA, MBA, MPH would be optimal), Fellowship-trained (Graduate Healthcare Administrative Training Program (GHATP)). Experience with MS Office tools, VHA HR functions, and data analytics are a plus. Physical Requirements: The work of this position is primarily sedentary in nature. However, short periods of walking, standing, bending, and carrying of light items, such as papers and books, are required on an occasional basis. No special physical demands are required by the work of this position.
