The position is located in the Hampton VA Medical Center (MC), Virginia, under the Primary Care Service Line. The primary purpose of this position is to provide administrative support to all program areas of Primary Care Service Line (PCSL), which is comprised of Primary Care Patient Aligned Care Teams (PACT) Clinics, and includes the Community Based Outpatient Clinics, Employee/Occupational Health Service, and Environmental Health/Integrated Disability Evaluation System (IDES) programs.

Duties

Major Duties to include but not limited to the following: Ensures that all contracts are developed, maintained and implemented in accordance with Department of VA mission, regulation, and directives in addition to Hampton VAMC policies Reviews outgoing correspondence under the supervision of the Chief for determination of accuracy of information, proper composition, proper format, and whether such correspondence conforms to current VA polices, instructions and regulations, as well as the viewpoint of the Chief Maintains confidentiality of all office matters and executes discretion in the release of all information Recognizes the need for new policies and bring such policies to the attention of the Chief Develops, evaluates, and modifies organizational structure and systems to achieve program goals Ensures quality assurance issues pertaining to the service are documented and appropriate follow-up action occurs regarding any problem or recommendation found or made as a result of the services' quality assurance activities Is responsible official for all property assigned to the PCSL Assembles, analyzes, and prioritize equipment needs, after coordination with Supply, Processing and Distribution (SPD)program Representative Serves as the alternate for the PCMM Coordinator and ADPAC for Primary Care Responsible for developing and maintaining Primary Care Service computerized information and for providing outputs and interpretation to appropriate staff Makes recommendations regarding needs, distribution or redistribution of these resources Plans a system of internal control which assures the fiscal management of the Medical Center will be maintained on a sound basis in accordance with general accepted accounting practices Develops monthly and quarterly cost ceilings while maintaining running control of funds to ensure that accounts are within authorized levels Participates with section supervisors in reviewing office needs, plans, and goals to develop budget data and justification for review and approval Reviews financial reports and resolves discrepancies with the appropriate accounting office Manages procurement and contracting Drafts and/or reviews contract requests and agreements to ensure accurate budgetary, personnel and administrative arrangements Responsible for planning, directing, and evaluating programs and outcomes impacting patient and employee engagement in coordination with the Patient Experience Officer and the Director's Office Works with Patient Advocates, Public Affairs Office, Congressional Liaison, and executive leadership to resolve patient complaints and to enhance public relation activities which includes investigation, correspondence preparation, and corrective action follow-up Tracks, trends, and harvests data needed for information management, education and reporting Works with Human Resources Management Office by participating in the recruiting and hiring process and in selecting qualified employees Establishes results-oriented plans and goals with subordinates within 30 days of the beginning of the performance appraisal cycles Conducts mid-term progress reviews within 30 days of the midpoint of the appraisal cycles Completes and communicates performance appraisals, measured against performance standards, at the end of the appraisal cycle Coordinates and participates in disciplinary actions and responds to appeals and grievances Recognizes and rewards employee's contributions and performance in accordance with policy and within established timeframes Ensures that subordinates complete all mandatory training on a timely basis Oversees manpower utilization program, maintaining recruitment and retention within approved limits Attends meetings as alternate/designee for Primary Care Chief, to provide continuity, obtain information, assure smooth program operations, and obtain feedback Performs other duties as assigned Work Schedule: Full Time, Monday- Friday, 8:00AM-4:30PM Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: knowledge of missions, organizations, programs, and requirements of health care delivery systems to assess, measure, analyze and improve clinical business activities in Primary Care Service, knowledge of government, agency, and health system requirements in administrative areas of budget, personnel, and procurement, and knowledge of Primary Care data in VHA's Support Service Center (VSSC), VistA, Decision Support System (DSS), and other key databases and ability to review and analyze data to maximize operational efficiency. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three full academic years of progressively higher level graduate education leading to such a degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have combination of specialized experience and education. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS-11 grade level. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Physical Requirements: May require extensive walking per day to meet with leadership, administrative staff, and clinic personnel. Trips to CBOCs are sometimes necessary. The ability to drive and operate a government vehicle is required. The work requires light lifting, less than 15 pounds, to carry books, reports and files when needed.
