Duties

PRIMARY PURPOSE: The primary purpose of this position is: To serve as a command headquarters-level program analyst to plan, organize, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment, execution, and sustainment of Force Development (FD), which is an AF-level executed duty granted to the AETC/CC by SECAF/CSAF Program Guidance Letter. This position supports the command and Air Force writ large by providing policy and guidance for HQ Air Education and Training Command (AETC) and its Force- Development mission for the AF by (1) researching, analyzing, planning, evaluating, developing, and managing modern innovations and providing a strategic analysis for FD; (2) providing extensive skills in the acquisition process, cost, schedule, performance, DoD PPBES budget process, and project/program management and analysis for these various new innovations that will change the way AF learns; (3) be an authoritative consultant and focal point for AF, AETC, MAJCOMs, NAFs, industry, academia, and other agencies; (4) provide communication and organizational skills necessary to communicate with senior leadership and subordinates within the 4 FD organizational divisions within AETC A3/6 (A3B, A3J, A3K, and A3L with another division coming to A3/6 with the AF Learning Services Ecosystem operations/sustainment division in May 20), other AETC directorates, all MAJCOMs, NAFs, industry, academia, and other agencies; (5) represent senior leadership on complicated, controversial, and/or matters of considerable consequences concerning AF FD execution and AETC recruiting, education, training, and experiential learning operations, strategies, and design during briefings, meetings, working groups, seminars, and/or conferences; (6) provide comprehensive advice and solutions to senior leadership, lower- echelon commanders, and AF and AETC customers to ensure the AF recruiting, education, training, and experiential learning missions are effective and efficient. DUTIES: Research, analyze, plan, evaluate, compare, and manage new innovations and provide strategic analysis for AF-level and/or MAJCOM-level directives and non-directives publications, and procedural guidance for AF FD programs and/or HQ AETC recruiting, education, training, and experiential learning operations; AF formal occupational competencies-based instructional systems; and associated foundational education and training activities or programs. Analyze, draft, implement, manage, integrate, and sustain FD program initiatives and supporting AF and AETC FD panels, boards, committees, and other FD organizational structures to include the soon-to-be 5 FD divisions in AETC A3/6. Represents FD and AETC senior leadership on complicated, controversial, and/or matters of considerable consequence concerning AF FD execution and AETC recruiting, education, training, and experiential learning operations, strategies, and design during briefings, meetings, working groups, seminars, and/or conferences. Lead and/or participate in/on special assignments, initiatives, projects, and/or teams.

Qualifications

In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis (0343) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include expert knowledge and skills in applying analytical and evaluative methods and techniques to issues and studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command plans and programs for Force Development innovations; searching out and implementation/development of tools, techniques and methodologies needed that will change the way the Agency learns; expert knowledge of Agency Force Development structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; knowledge of the acquisition process, budget/resource management, and project/program management and analysis principles. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of accepted management and program management/analyst concepts, principles, and practices as they apply to organization operations, systems, and resources and ability to apply this knowledge to unconventional work assignments. Applies analytical skills to the programming process of key installation resources. In-depth knowledge of established qualitative and/or quantitative methods for the assessment and improvement of plans, policies, and programs for conducting major initiatives. In-depth knowledge of AF and MAJCOM strategic programs. Ability to supervise and develop planning priorities, goals, objectives, and metrics while synchronizing and sequencing key events, milestones, and methods of evaluating the effectiveness of planning actions related to actual or planned events. The relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Skills to design, plan, organize, and conduct comprehensive studies and prepare solutions to important and highly visible innovation for the purpose of modernizing AF learning. Skill to plan, organize, develop, and conduct special studies and projects, making recommendations on substantive operating programs, and collaborate effectively with others to develop solutions, coordinate with affected leadership and implement recommendations. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
