This position is located in the Office of the Assistant Secretary for Civil Rights, Center for Civil Rights Enforcement, Program Complaints Division (PCD). The incumbent of this position serves as an Equal Opportunity Specialist responsible for the processing of formal and individual program complaints. The incumbent supports the mission of the Department and a Department-wide program complaints program.
Duties
Interprets, applies, and analyzes civil rights, equal opportunity, and compliance laws, regulations, Executive Orders, and other directives in the implementation of the Departmental civil rights policy.
Applies Agency and Departmental regulations, policies, plans and directives in determining whether to accept or reject program discrimination claims.
Keeps abreast of guidelines, regulations, and laws concerning with civil rights generally, and with programs discrimination complaint processing and compliance.
Researches and analyzes factual and legal program discrimination issues with regards to specific complaints.
Applies knowledge of and adheres to Departmental civil rights policies, goals, and objectives, with a philosophy of valuing diversity in performing everyday duties and responsibilities.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.
At the GS-12: One year of specialized experience at or equivalent to the GS-11, or its non-Federal equivalent that includes experience serving as a liaison to civil rights programs including performing analytical, evaluative, and interpretive work; evaluating an organization's civil rights programs effectiveness and efficacy; preparing well written and thorough documents such as reports, high-level briefings, talking points, or presentations; implementing and improving operational plans, management initiatives, and establishing priorities for carrying out office activities; and developing training plans and facilitating the implementation of civil rights program processes.
At the GS-13: One year of specialized experience at or equivalent to the GS-12, or its non-Federal equivalent that includes experience serving as a liaison to civil rights programs such as performing analyses and studies of civil rights issues; evaluating an organization's civil rights programs effectiveness and efficacy and implementing long range plans; developing and reviewing well written and thorough documents such as reports, high-level briefings, talking points, or presentations; implementing and improving operational plans, management initiatives, and establishing priorities for carrying out office activities; leading training programs and developing training plans for use in online learning systems; and performing support work for contracts.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
