You will serve as a EQUAL EMPLOYMENT SPECIALIST in the Office of Diversity Management & EEO (10A4) with the Naval Criminal Investigative Service (NCIS).
All Naval Criminal Investigative Service (NCIS) positions are in the excepted service. This position is in the excepted service and does not confer competitive status.

Duties
You will serve as an EEO Counselor and conduct in depth inquiries of sensitive and complex complaints of discrimination based upon age, race, color, religion, etc.
You will interpret Equal Employment Opportunity (EEO) policy to support management in EEO related matters.
You will analyze and process complaints by providing guidance based on regulations and guidance from EEOC, DoD, and DON.
You will conduct inquiries of sensitive and complex complaints of discrimination.
You will prepare detailed counselor reports and when feasible, attempts to resolve complaints at the informal stage.

You will assist in developing and providing training for employees and supervisors in a wide area of topics to support EEO and ADR programs.
Requirements

- The Equal Employment Opportunity Commission (EEOC) requires that new EEO Counselors receive a minimum of thirty-two (32) hours of EEO Counselor training prior to assuming counseling duties.
- New EEO Counselors must also receive at least eight (8) hours of continuing EEO counseling training annually.
Qualifications
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Interpreting Equal Employment Opportunity (EEO) policies/procedures, laws or regulations;
2) Training and performing counseling and/or advisory services to supervisors and employees to support EEO and ADR (Alternate Dispute Resolution) programs;
3) Working on and completing difficult and complex EEO problems through systematic fact-finding, analysis, and consulting functions, and
4) Gathering and performing analysis of EEO workforce data for reports.
GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Interpreting Equal Employment Opportunity (EEO) policies/procedures, laws or regulations;
2) Processing informal/ formal EEO complaints, data compilation and analysis, and ADR requests;
3) Utilizing automated systems to input data related to EEO complaints; and
4) Assisting with creating correspondence and related case documents according to procedures.

Education
FOR GS-11: In lieu of specialized experience listed in the Qualifications section, applicants may qualify based on equivalent combination of education and experience, as follows:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
