Duties
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.
This position is part of the DoD, Missile Defense Agency. The incumbent will be responsible for serving as the Program Manager in support of the Missile Defense Agency (MDA). Establishes program objectives, makes recommendations, planning milestone dates, tracking the processes and costs throughout the life-cycle of the program.
As a Program Manager at the NH-0340-4 some of your typical work assignments may include:
Provide managerial and technical leadership and demonstrate understanding of international affairs and Foreign Military Sales (FMS) to develop and implement successful integrated MDS acquisition and operational policies, plans and assessments.
Manage actions and risks of assigned program for cost, schedule, and performance program metrics. Ensure assigned acquisition program is capabilities-driven, utilizing agile processes, integrated, and delivering expected performance within cost and schedule, at reasonable risk.
Leads the Missile Defense System (MDS) acquisition programs/projects and assures they meet mission objectives. Manage all actions and risks related to program cost, schedule, and performance. Work with leadership to establish improved operating concepts and criteria and stimulate the development and integration of innovative and improved policies, methodologies, and techniques across the MDS.
Leads integration and assessment of: Continuous Process Improvement, PPBS, PPBE, POM, Contract Management and all type government contracts and source selection, System Based Software Design, Integrated Baseline Review and Life Cycle Configuration Management and Program Control, including Test Methodologies.
Provide programmatic leadership on execution of contract requirements packages under the responsibility of DA (ie. Performance Work Statement, Request for Proposals, etc.). Adhere to the MDA Acquisition Governance Process to include understanding the charters and authorities of the agency and provide management oversight thereof.

Qualifications
You may qualify at the NH-04 broadband level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below:
Experience advising leadership on all matters related to program cost, schedule and performance, OR
Experience ensuring that program/project requirements are properly identified, budgeted and acquired in accordance with acquisition regulations and policies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
