This position is located in the Office of the Chief Operations Officer (OCOO), Campus Planning and Space Utilization Division, Executive Office of the President (EOP). Responsible for the development and implementation of a long-range space utilization plans to include current and future requirements. The Campus Planner serves as the liaison between stakeholders to understand and recommend efficient space adjacencies, security levels, work typologies to maximize density in existing space.

Duties

As a Campus Planner, GS-1601-13, your typical work assignments may include the following: Develops, reviews, evaluates, and processes space plans and actions and provides advice. Works to consolidate unusually complicated and controversial requirement plans submitted by tenants of the White House Complex to identify options for leadership review. Conducts interviews and discussions with client(s) to gather, coordinate and synthesize project requirements, and functional, operational, and cultural issues. Collaborates with other team members to gain business intelligence. Partners with other departments on move and relocation sequencing and execution. Oversees the installation master plans which include the following: Presidential transition plans; major move/relocations due to large construction projects; plans and analyzes facilities and analytical reports relative to existing and future facilities' requirements; develops plans to accomplish reimbursable space alterations and building repairs in the White House Complex consistent with GSA's historic preservation guidelines and objectives. Considers environmental issues and energy conservation; real property utilization, management; acquisitions, long-range programming and financial management of all facilities operations for short- and long-range programs which include maintenance, repair work, fire protection and building inspection. Coordinates on all matters pertaining to the space planning, including facilities planning and program development, capital repair, restoration, buildings improvement planning, contract administration, and development of budgetary resource requirements. Provides allocation data in accordance with client Space Allocation Process. Prepares block or stack plan(s); charter(s) and move lists. Responsible for reviewing and maintaining occupancy data within the system of record. May be required to manage space walks for validation and update of occupancy metrics. Produces drawings and presentations for internal stakeholder(s) and client facing steering committee meetings for review and feedback. Advises on all matters pertaining to the repair program planning, minor alterations and improvement, facilities inspections, energy management and facilities maintenance and repair service contracts. Directs and administers all EOP space planning and programming and works with GSA on any future EOP leases. Provides technical advice, assistance and direction to management for developing operational concerns. Reviews and evaluates proposals from architects, engineers and managers and advises on the adequacy and suitability of plans for use in the facilities. Coordinates real property facilities maintenance and development, energy conservation and space utilization. Plans the effective and economical use of space assignment projects. Conducts studies to plan the assignment of space to solve space problems. Reviews component's administrative space requirements against established EOP standards and recommends changes in space allocations. Reviews requests for alterations, modifications, and repair projects. Estimates costs and initiates actions on approved office modifications, alterations, repairs and maintenance requirements.

Qualifications

MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. You may qualify at the GS-13 level, if you meet the following minimum qualification requirement:One year of specialized experience equivalent to the GS-12 grade level in the Federal service or equivalent experience in the private sector which includes: 1) Utilizing technology such as AutoCAD and CAFM software (Manhattan, Archibus, Serraview, etc.) 2) Utilizing Microsoft excel functions (pivot tables, VLOOKUP, etc.) and Power Point software; 3) Performing space drawings and occupancy data management 4) Developing and presenting solutions and space programs that aligns with requirements (including long range strategies). Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
