This position is located in the Office of the Chief Operations Officer (OCOO), Executive Office of the President (EOP). Responsible for the development and implementation of a long-range space utilization plans to include current and future requirements. The Director serves as a key liaison between stakeholders to understand and recommend efficient space adjacencies, security levels, work typologies to maximize density in existing space.
Duties
As a Director of Campus Planning and Space Utilization, GS-1601-15, your typical work assignments may include the following:
Develops, reviews, evaluates, and processes space plans and actions and provides advice as needed. Works to consolidate unusually complicated and controversial requirement plans submitted by tenants of the White House Complex to identify options for leadership review.
Provides advice on all matters pertaining to the space planning, including facilities planning and program development, capital repair, restoration, buildings improvement planning, contract administration, and development of budgetary resource requirements.
Establishes and coordinates facilities' programs to upgrade and standardize procedures and practices to ensure adequate and uniform service throughout the EOP.
Oversees the installation master plans which include the following: Presidential transition plans; major move/relocations due to large construction projects.
Plans and analyzes facilities and analytical reports relative to existing and future facilities' requirements.
Develops plans to accomplish reimbursable space alterations and building repairs in the White House Complex consistent with GSA's historic preservation guidelines and objectives.

Qualifications
MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards.
TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.
You may qualify at the GS-15 level, if you must meet the following minimum qualification requirements:One year of specialized experience equivalent to the GS-14 grade level in the Federal service or equivalent experience in the private sector that demonstrates the following: 1) Developing and implementing building sustainability projects in support of green building initiatives; 2) Working closely with stakeholders to identify new space requirements, new construction projects and secure appropriate funding; 3) Leading major office moves amongst offices within an agency; and 4) Briefing space options and recommendations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
