This position is located in National Capital Area Office, in the Facilities, Design & Construction Division. The incumbent has the responsibility for providing professional advice and technical direction for facility management, asset management business practices, and maintenance system requirements throughout NCR.
This position is not eligible for remote work.
Duties
The major duties of the Supervisory Facility Management Specialist position include, but are not limited to, the following:
Has overall responsibility for the management, organization, and direction of the regional asset management team who provide guidance and hands-on support to parks on facility management initiatives.
Oversees the regional facility management initiatives which include facility management training, condition assessments, the development of asset management plans, and integration with software systems such as Financial Management Software System (FMSS), Project Management Information Systems (PMIS), Internet Quarters Management Information Systems (iQMIS).
Supervises a complex park facility improvement program; prioritizes projects; and develops a 5 year plan for the execution of $25M in annual appropriations for park cyclic maintenance and repair/rehabilitation programs.
Prepares specifications, contract ready documents, cost estimates and serves as contracting officer's representative for strategic contracts and projects assigned to the regional facility management office.
Qualifications

Credit will be given for all appropriate qualifying experience. To qualify for this position at the GS-14 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equips the applicant with particular knowledge, skills, and abilities needed to perform the duties of this position. Experience at this level must include all of the following: 1) Utilizes expert knowledge of the maintenance requirements for various types of facilities and structures, maintained landscapes, roads, trails, and other infrastructure. 2) Manages a complex asset management program. ***Your resume must include hours per week worked.***
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
