The primary purpose of this position is to serve as a technical instructor and course developer; a subject matter expert (SME) for the analysis, design, development, implementation, execution and evaluation of training, including the oversight and involvement in program analysis and assessments, course development, course instruction, and training documentation.
Duties
Conducts classroom and computer-based instruction. Use approved lesson plans and employing standardized, well-established methods such as lecture, discussion, computer modeling, demonstration and practical application, presents subject matter material to students. Promptly reports student absence and tardiness.
Plans, coordinates, designs, and validates major components of Leadership/Supervisory and soft skills training instructional design. Identifies tasks that can be efficiently and effectively supported by job or skill performance aids.
Develops, reviews, and revises Leadership/Supervisory and soft skills training instructional materials in accordance with established learning objectives.
Using training experience and knowledge of Leadership/Supervisory and soft skills training, develops the plan and measurement devices for measuring achievement of instructional objectives.
Works to meet quality standards and supports process improvement in all products and services. Prepares and presents briefings and/or presentations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.
OR
Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: comprehensive knowledge of the technical process of assigned subject areas to include civilian personnel and leadership principles, practices, and procedures; knowledge of a wide range of sources of technical and non-technical training materials and data and the skill and ability to accomplish special studies pertaining to the development of training requirements in leadership/supervisory; knowledge of AF Instructional System Design (ISD) process to assess training needs and to design and develop training programs, plans, and materials and a background in leadership and the supervisory role. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
OR
EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your official transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of specialized experience and education as described above, when totaled, equals 100%
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of, and skilled in developing course materials and instructional methods, principles, and techniques in order to develop training courses, obtain training resources, and assess overall effectiveness in order to meet identified training requirements.
Knowledge of the principles, practices, and techniques of instruction to include use of technology for design and delivery of training.
Knowledge of data collection techniques and practices used to extract or obtain a variety of information required for the evaluation of training programs.
Ability to establish program objectives and to assess progress toward their achievement.
Ability to apply the principles and techniques of education and to help students acquire specific skills or knowledge.
Knowledge of the installation/ command mission and organization.
Ability to analyze, interpret, and apply rules, regulations, and procedures in a variety of situations.
Ability to communicate effectively both orally and in writing and to maintain a positive working relationship with management, classroom participants, and peers.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
