The primary purpose of this position is to serve as a senior instructor who provides oversight of WR-ALC Training Specialists (Instructors), participates in course curriculum, material and evaluative criteria development material in accordance with Instructional System Design (ISD).
Duties
Provides oversight for aircraft and commodities training focusing on the following disciplines: Multi Air Logistics Complexes; Aircraft, Environmental, Safety, Soft Skills, Art of the Possible (AoP), Supervisory, Financial, and Logistics development.
Develops, reviews, revises and approves training instructional materials to ensure compliance with learning objectives.
Using training experience and knowledge of training, develops and approves the plan and measurement devices for measuring achievement of instructional objectives.
Responsible for the oversight of the design instruction for the assigned program areas.
Participates in measuring the effectiveness and efficiency of instructional programs.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management Positionsto include the Individual Occupational Requirements (IOR) for the GS-1712, Training InstructionSeries. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

Education
Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled.

Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing oversight of WR-ALC Training Specialists (Instructors), participating in course curriculum, material and evaluative criteria development material in accordance with Instructional System Design (ISD), conducting trend analysis on evaluative criteria to determine validity and conducts studies to determine training effectiveness in for all Maintenance, Technical personnel and managers in the areas of Soft Skills, Environmental, Safety, Transformation, Lean Principles such as Critical Path Management and Decision/Problem Solving, Technical training, maintenance, supervisory, quality, planning, scheduling, work loader, financial planning and other skills to establish the Maintenance University and Virtual Maintenance University.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of academic processes and procedures used to develop, assess, execute, evaluate and revise courseware and curricula to maintain the highest standards consistent with AF policy and schools.
Knowledge of safety and security regulations, practices and procedures.
Ability to apply the principles and techniques of education and training and to help students acquire specific skills or knowledge.
Ability to communicate effectively, both orally and in writing and maintains good working relationships.
Clear understanding of the application of recognized Instructional Systems Development (ISD) models for curriculum development and evaluation purposes.
Ability to plan, organize and prioritize work to meet changing deadlines.
Knowledge of the application of technology to a training program, as well as, a working knowledge of instructional technology application, a key to the future development and adaptation of courseware to computer based and telecommunication oriented distributed learning systems.
Specialized knowledge of Maintenance and Technical related fields.
Knowledge of tests and measurement principles, techniques, and objectives.
Knowledge of training aids and devices used in training programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
PHYSICAL DEMANDS: The work is primarily sedentary although some physical effort may be required, e.g. walking, standing, bending, or carrying light items. No special physical demands are required.
WORK ENVIRONMENT: The work is performed in an office, classroom or similar setting, involves minimal risk or discomfort, and requires normal safety precautions. The work area is adequately lighted, heated, and ventilated.
